Bay died at home following a yearlong battle with cancer. Born in Junction Utah, September 10, 1936, to Horace Earl Bay and Elizabeth Iola Maxwell and seven siblings. Leaving Junction to pursue work in Salt Lake City and ultimately moving to Oregon in the early 1950’s where he met the love of his life and future wife Joyce Audrey Morgan. Phil eventually opened an insurance agency in Keizer. His passion for volunteerism was unmatched. He helped form the original Keizer Chamber of Commerce after working with the Keizer Merchants Association, he served as a volunteer fi reman and worked to incorporate the city of Keizer and served as a one of the original Keizer City Councilors. Phil was also a founding member of the Keizer Heritage Foundation board. Most people would recognize his smiling face from the many Keizer Community Dinners. He was awarded the most prestigious award by the Keizer Chamber of Commerce as “First Citizen” in 1985 and was most recently honored with a City of Keizer proclamation of “Phil Bay Day” on September 10, as recognition of his over 40 years of tireless community service. He also served families in Keizer through leading scout groups, coaching sports teams, and the local Keizer schools. TERRY "PHIL" BAY Community service was not his only passion, no matter how hard he worked in the community, he always made time for his family and his faith. He loved to spend time together with his family and taught them to love and respect each other. He also loved to serve his church family, working in many diff erent roles with public aff airs and with the school children. Phil is preceded in death by his wife Joyce and daughter Doreen. He is survived by daughters Crescelle Plummer, Cindy Heiner, Tammy Carlson, Valerie Bay and sons Terry Bay and Brandon Bay; 15 grandchildren; 23 great grandchildren; brother Paul Bay; and sister Mary Ellis. Services will be held at The Church of Jesus Christ of Latter-day Saints located at 1375 Lockhaven Dr NE, Keizer, OR 97303 at 1 p.m. on January 17th, 2022. In Lieu of fl owers, donations can be made to the Church of Jesus Christ of Latter-day Saints, or to the Marion Polk Food Share in the name of Phil Bay.
