CTEC land donation
under consideration

Accepting donation of the land and buildings of the Career and Technical Education
Center (CTEC) was approved for fi rst reading Tuesday at a work session of the Salem-
Keizer School Board.
The district, which has been running CTEC since 2014, leases the buildings from
CRTCEC, LLC, which they acquired from Mountain West Investment Corp. The build-
ings are on the 3501 Portland Ave. NE site of the former Nielsen Manufacturing facility,
which is still owned by the Nielsen family.
CTEC consists of programs, not off ered at the regular high schools, that prepare
students for various technical careers. They are:
• Sustainable plant science and technology.
• Auto body repair and painting.
• Business development and leadership.
• Cosmetology.
• Culinary arts.
• Drone technology and robotics.
• Law enforcement.
• Manufacturing, welding, and engineering.
Rhonda Rhodes, CTEC principal, reviewed the programs and introduced students
who told the board and remotely viewing public that CTEC was giving them opportu-
nities they would not have had otherwise.
"The best preparation for an activity is the activity itself,” Rhodes said.
She said CTEC has been strong academically but academics are only one leg of the
stool.
“We’re always looking for the next innovation,” she added.
District staff has estimated the total value of the property at about $20 million. The
agreement, scheduled for fi nal passage Oct. 11, covers district responsibilities includ-
ing legal expenses, insurance, and compliance with environmental and other state laws.
The recently deceased Chuck Lee, who was chief executive offi cer of Mountain West
and a school board member, was highly praised at the meeting for his leadership in
starting CTEC. Mike Wolfe, district chief operating offi cer, called him “a master at
fundraising.”

Judith Clare Odle
Oct. 8, 1938 – Sept. 20, 2021
Judith Clare Odle gracefully and
peacefully concluded her journey in the
morning hours of Sept. 20, 2021.
She was born in Appleton, Wis. on
Oct. 8, 1938, to Clarence and Marie
Below. She was the middle child with two
older sisters and two younger brothers.
She left Wisconsin at 18 years of age
to marry a man in the military, spending
time in Massachusetts, Germany, and
Oregon. When that marriage ended,
after four children, she married Larry
Odle and added two more children to the
family. She enjoyed fl ying for free with
Delta Airlines through one of her sons,
visiting Japan, Hawaii, Italy, Panama
Canal, and many trips to Wisconsin to
see her family.
Her childhood desire was to become
a nun as she always felt so close to God;
to have eight children (had seven); and
to provide foster care to children who
had to leave their homes for a while.
When refl ecting on her foster parent
experience, she proclaimed, “I did it."
She hosted 462 foster children over
a seven-year period. She added “I am
in the hearts of all of them, though no
longer in their minds.”
Judith is survived by her husband
of 53 years, Larry Dean Odle; Brothers,
Patrick and Quentin Below; Children,
Jeff (Jeannie) Odle, Dave (Debi) Odle,
JUDITH CLARE ODLE
Pam (Tom) Fox, Dean (Michele) Odle,
Elizabeth (Mike) Beach, and many
grandchildren and great-grandchildren.
In honor of her wishes and her gift of
hospitality, an open house will be held
on Friday, Oct. 8 (her 83rd birthday),
11 a.m. – 2 p.m. This celebration of life
will be hosted at their home 4820 Verda
Lane NE in Keizer.
Face coverings are optional by
personal preference.
