the idea of placing peace poles
around the city in June 2020.
“The [Peace Poles] are
meant to represent a symbol of
the unity and harmony with-
in the community and hope
for a greater culture of peace
worldwide,” Fisher told the
Keizer Parks Advisory Board
in June.
There are approximately
250,000 Peace Poles around
the world and several in the
Willamette Valley. Poles des-
tined for Keizer Rapids, Wal-
lace House, Country Glen,
and PFC. (Private fi rst class)
traffi c study, the average
number of trips will be
reduced as a result of the new
design and removal of the
automotive lube building.
An amendment to the jug
handle master plan in August
2008 predicts a total of 409
trips per day. The estimate
approved by the council

fi rst in Keizer. Fisher is work-
ing on behalf of the Rotary
E-Club of One World that
meets exclusively online, but
the Rotary Club of Keizer is
sponsoring the fi rst four poles.
The only question regard-
ing the poles from the coun-
cil earlier this week was from
Dan Kohler, who asked what
would happen if the poles
were to be vandalized.
City Attorney Shannon
Johnson said the city would
consult with the Rotary Club
of Keizer to either remove the
vandalism or remove the poles.
Fisher said she consulted
with the offi cials from New-
berg who have installed about
10 poles throughout the city.
“They’ve had no vandalism
or needed any maintenance,”
Fisher said.
The poles, which resem-
ble free standing fence posts,
come in different shapes and
sizes, but each one contains
the message: May Peace Pre-
vail On Earth. Depending
on how large the pole is, the
same phrase is written in four
or eight languages. The ones
placed in Keizer will be white
vinyl.
All four poles in Keizer will
have eight languages and will
have English and Spanish lan-
guage variations on the phrase.
Other languages include: Ger-
man, Italian, Russian French,
Arabic, Chinese, Japanese,
Swahili, Thai, Norwegian, Ko-
rean, Hindi, Vietnamese, Chi-
nuk Wawa and Filipino Taga-
log. The languages appearing
on the poles were, in part, de-
termined by the demographic
data of city residents that live
around each park.
A member of the Grande
Ronde tribe provided the
Chinuk Wawa translation that
will appear on some of the
poles.
Eventually, Fisher would
like to have 10 peace poles
placed around the city. Busi-
nesses can also provide space
for a pole on their property.
There will be public cere-
monies, either once they are
complete or when it is safer
to gather, for the placement of
the poles.

Plans for the site now
include more than the
amount of parking spaces
required by the city. Given
the size and type of the
proposed business, 58 parking
spaces are required under the
Keizer development codes.
Under the new plan, there
will be 100 parking spaces.
Chick-fi l-A is basing
projected need for parking
and traffi c controls on data
from its two Portland-area
locations. On average, those
locations queue roughly
23 vehicles during midway
and Saturday peaks and 17
vehicles during weeknight
rushes. Chick-fi l-A does not
operate on Sundays.
“We expect there to be a
surge on opening weekend
that will then normalize,”
said Schwartz.
Many expected the same
from In-N-Out, but Chick-
fi l-A traffi c may be reduced
by already having locations
north of Keizer.

blocks away, a building had to
be removed from the original
plans to accommodate more
parking.
“We changed the site
plan around and moved the
building to the west side.
That increases the queue
length and allows us to have
two drive-thru lanes around
the entire building,” said
Steve Schwartz, development
manager for Chick-fi l-A.
Employees will deliver orders
on foot to the outer drive-
thru lane. Up to 28 vehicles
will be able to queue up for
drive-thru under the new
plans, according to a traffi c
study funded by the applicant
and performed by Kittleson
& Associates.

installed at the ingress and
egress point to the jug handle
on Ulali Drive Northeast and
provide some management
of the fl ow. Ulali Drive also

“We will also bring in
a grand opening team that
will make sure it works
effi ciently,” Schwartz said.
MYB granted fi eld use
The Keizer City Coun-
cil unanimously approved an
agreement between the city
and McNary Youth Baseball
(MYB) at its meeting that
will permit the youth league
to use fi elds in exchange for
improvements.
In exchange for free use of
the Claggett Creek baseball
diamonds in 2021, MYB will
“cut out base lines, chalk and
mow the infi eld and outfi eld,
install permanent home plates
and permanent bases includ-
ing caps and plugs for all the
bases.”
MYB would have exclusive
access to the fi elds between 5
and 6 p.m. on Tuesdays and
Thursdays as well as 8 a.m. to
10 a.m. on Saturdays. Outside
those times, the fi elds would
be available on a fi rst-come
basis. If the city were to charge
for the times at $30 per hour
per fi eld – the going rate at
KLL Park – the value was esti-
mated at $1,920.
MYB’s early Saturday
schedule coupled with the
low-impact nature of tee-ball
is not expected to interfere
with adults using the park
nearby even if the groups do
overlap in minor ways.
