Zoom meetings have made it
easier to have conversations
with people from every corner
of the state without anyone
having to shell out money for
travel and hotel expenses.
Instructors train people
to respond in a trauma-
informed way, but their main
focus is prevention programs
to address the root causes
of sexual assault. Prevention
work focuses on children still
learning societal expectations.
“We facilitate funding
for
non-profi t
programs
that do violence prevention
predominately
in
K-12
settings,”
Roland-Schwartz
said. The goal is to catch
behaviors and correct them
early to shift the social
norms that lead to predatory
environments later in life.
Because everyone is capable
of causing harm, proper
education about abuse and
violence of any kind at a
young age sets a standard for
behavioral and social norms.
The SATF staff of 10
believes deeply in prevention
work, one of the things that
weighs heavily on Roland-
Schwartz is when people
assume sexual abuse and
violence is inevitable. SATF
is aiming to build a better
tomorrow
by
teaching
children what their resources
are, inspiring
autonomy,
choice, privacy and well-being
for all people.
Attempting to reduce the
staggering number of sexual
assault victims and eliminate
risk factors can be upsetting;
Roland-Schwartz’s job is one
that comes with what she calls
“existential dread,” a moment
when an individual questions
whether their job has meaning
or value and is negatively
impacted by contemplation.
In short, an occupational
hazard of her job is bearing
the weight of the world on her
shoulders.
“The lifespan of an
advocate in this work is about
four years and then folks burn
out,” Roland-Schwartz said.
One thing that sparks her
hope is SATFs involvement
in the legislature. Some of
the current bills for the 2021
legislative session involve
strengthening Oregon’s Sexual
Abuse
Protective
Order,
ensuring continued funding
for Oregon’s domestic and
sexual violence non-profi t
programs, and further housing
protections for survivors.
Now in her 20th year as an
advocate, Roland-Schwartz
keeps her focus on handing
off a better world to the next
generation by teaching the
next generation to be better.

In addition to residential
rate increases, commercial
hauling rates would increase
by 3% this year and next while
roll-off container hauling will
only increase once, by 9%, in
March 2021.
Harlan said costs to haulers
have increased despite its
decision to delay an increase
for a year.
“Processing
costs
for
co-mingled recycling have
risen 13%. Mixed organics
[processing] has increased by
19.3%. Labor costs have gone
up by 2.2%, and we expect
more increases in all areas this
year,” Harlan said.
Aside
from
increased
costs, Harlan said the haulers
are trying to achieve a 10%
profi t, the goal throughout
the industry. With the approval
granted by the council, Loren’s
and Valley Recycling’s profi t
margin will rise from 6.4% to
9.2%. After the 2021 increase,
Harlan said, the haulers
will achieve the 10% target.
Without the increases profi t
margins would drop to 3.4%.
Day took issue with the
reasoning and the timing of
the request.
“Why do I care what the
industry’s target is? We are
not here to make sure private
business is making a profi t,”
Day said.

were also part of Day’s no-vote.
Essentially forcing haulers
to operate at such a low
margin gave Councilor Kyle
Juran pause.
“If I were to try to operate
on a 3% margin it would be
hard to keep it going year to
year. If I had to ask permission
to raise my rates, I would be in
trouble,” Juran said.
Even with the rate hike,
Keizer won’t be an outlier
compared to rates in nearby
cities or Marion County as a
whole.
“When I look at the rates
and compare them to others,
I think Keizer is still getting
a pretty good bargain,” said
Councilor Dan Kohler.

Sulivan,
general
manager of Loren’s Sanitation,
said both of Keizer’s haulers
are willing to work with
any residents having trouble
meeting the monthly cost
of garbage and recycling
collection. Calling the haulers’
main offi ces is the fi rst step to
resolving the situation.

Donna Mae Maynard
December 26, 1944 – December 28, 2020
Donna Mae Maynard was
born Dec. 26, 1944 in Red
Deer Alberta, Canada. She
died on Dec 28, 2020 in
Salem, OR, from skin cancer
and related issues.
Donna was raised in
Rufus, OR, and graduated
from Sherman County High
School. She pursued college
in Monmouth (Oregon
College of Education) and
later transferred to Merritt
Davis Business School in
Salem.
In 1964, she married Ken
Maynard; they were married
for 56 years. The couple had
three sons and raised their
family in Canby, where they
resided for 30 years.
Donna was employed as an
accountant by Blue Mountain
Dog Food Co. of Tualatin for
about 12 years. In her later
years she was a caregiver to
her father and her son, Mark,
for about 22 years.
Her hobbies included
fi shing, golf and knitting,
After retirement she and
her husband
moved
to
Keizer where
they lived for
the past 18
years.

held for Donna Maynard at

in Keizer at 12:05 p.m. on
Friday, Feb. 5.
