1st hearing on possible
compost site Jan. 13
By ERIC A. HOWALD
Of the Keizertimes
A public hearing has been
scheduled regarding a pro-
posed in-container com-
posting business eyeing a
city-owned property near Vol-
canoes Stadium.
Because of COVID-19
concerns, the Keizer Planning
Commission meeting will be
held via Zoom. Those wishing
to contribute to the discus-
sion are encouraged to submit
written testimony via email or
dropped off at the Keizer Civ-
ic Center no later than 4 p.m.
on Jan. 13. Send email testimo-
ny to withams@keizer.org.
City staff are proposing a
change to the city’s industrial
zone code. Currently, com-
posting facilities are specifi -
cally prohibited. Keizer’s plan-
ning department is asking the
planning commissioners and
residents for input.

ing facilities. An unnamed developer has expressed interest in an area near Keizer Station for a

veloper is interested in a com-
posting facility that would be
the fi rst of its kind in Keizer
and one of fewer than 10 in
the nation. Containered com-
posting takes place in batches
with “airtight” vessels attached
to a building with a biofi lter
to remove odors, according to
Green Mountain Technologies,
a Washington-based manufac-
turer of the containers. A single
aeration system can accommo-
date up to 50 containers.
The Keizer City Council
approved moving forward at
its Dec. 7 meeting. If the plan-
ning commission recommends
approval, there will be addi-
tional opportunities for public
input at city council meetings.
COVID-19 vaccines expands to most health workers
Salem Health, in partnership with
Marion County Public Health, expand-
ed their vaccine clinic to the Oregon
State Fairgrounds and Expo Center. All
individuals living or working in Mari-
on County and included in the Oregon
Health Authority’s Phase 1a Vaccine Se-
quencing Plan are invited to receive a
vaccination.
The OHA announced that all individ-
uals in Phase 1a, Groups 1-4 are eligible
for vaccine at this time. These groups in-
clude the following: health care person-
nel at hospitals; urgent care clinics, health
care personnel and residents from skilled
nursing; long term care and memory care
facilities; tribal health programs; EMS
providers and other fi rst responders; in-
dividuals who work in hospice programs;
mobile crisis care and related services, and
secure transport; Individuals working in
correctional settings; health care person-
nel in outpatient settings, public health
and early learning; in-home care; day
treatment services; death care workers;
and non-emergency medical transport.
The vaccine clinic will operate at the
Jackman Long Building at the Oregon
State Fair and Expo Center, 2330 17th St
NE, Salem. The clinic will be open Jan. 9
and Jan. 10 from 8 a.m. to 5 p.m.; and Jan.
11 from 8 a.m. to 6 p.m.
Individuals who arrive to be vaccinat-
ed will be asked to attest to their eligi-
bility as a member of OHA’s Phase 1A
groups.
AGENDAS: One legislator

instruction without regard
for COVID-19 spread in the
community, but instead should
carefully consider the metrics
in their local context, the needs
of students and families, and
readiness to implement health
and safety protocols,” Brown
said.
Salem-Keizer Public Schools
(SKPS)
Superintendent
Christy Perry says that she
will have an announcement
regarding district plans in
January. However, the decision
to reopen SKPS schools will
likely require approval from
the school board, as well as an
agreement from the two unions
that represent the majority of
employees in the district.
It's anticipated that another
main topic of discussion this
month for the board will
be about the new policy
passed that gives board chair
Satya Chandragiri additional
authority to manage public
comments during meetings.
The new policy, which passed
4-3, allows the board chair
to cut off comments deemed
“obscene, derogatory, name-
calling, racist, threatening” or
that criticize district employees
by name.

continuous term as a city
In response to the new
policy, state representative
Paul Evans (D-Monmouth)
penned a letter directed
towards Chandragiri, calling
the leaders of the school board
“an embarrassment.”
“I write this letter out
of
necessity: community
leaders must hold each other
accountable when there is a
problem and sir — I respectfully
tell you that the way you and
your allies conduct business
is antithetical to your public
charge. Your attitude toward
the most vulnerable among
us, the language to all who
disagree, and your persistent
claims of victimhood are an
embarrassment to our state and
community,” the letter read.
Evans also wrote in the
letter his plans to draft, and
seek to advance for passage,
legislation that would expand
the board by seven members
who would be appointed by
the governor and confi rmed
by the senate. Currently, school
board members are elected
locally and serve unpaid, four-
year terms.
