The Two-Week Freeze
measures include:
• Limiting social get-
togethers
(indoors
and
outdoors) to no more than six
people, total, from no more
than two households.
• Limiting faith-based
organizations to a maximum
of 25 people indoors or 50
people outdoors.
• Limiting eating and
drinking establishments to
take-out and delivery only.
• Closing gyms and fi tness
organizations.
• Closing indoor recreational
facilities, museums, indoor
entertainment activities, and
indoor pools and sports courts.
• Closing zoos, gardens,
aquariums,
outdoor
entertainment activities, and
outdoor pools.
•
Limiting
grocery
stores and pharmacies to a
maximum of 75% capacity and
encouraging curbside pickup.
• Limiting retail stores
and retail malls (indoor and
outdoor) to a maximum of
75% capacity and encouraging
curbside pickup.
• Closing venues (that host
or facilitate indoor or outdoor
events).
• Requiring all businesses
to mandate work-from-home
to the greatest extent possible
and closing offi ces to the
public.
• Prohibiting indoor visiting
in long-term care facilities
(outdoor visitation permitted
for supporting quality of life).
Unlike
the
spring
lockdown, the new freeze
does not apply to personal
services such as barber shops,
hair salons, and non-medical
massage therapy), congregate
homeless sheltering, outdoor
recreation and sports, youth
programs, as well as childcare.
The Salem-Keizer School
District has limited its in-
person services even further
and canceled sporting activities
as a result of the freeze.
According to the most
recent weekly report, the
Oregon Health Authority,
nearly 12% of more than
34,000 COVID-19 tests were
positive for the disease. People
of Hispanic descent are being
disproportionately affected by
the virus, the group represents
approximately
13%

Herrera
supported
progressive
candidates
running for the council earlier
this month. Since that time,
hostilities seemed to have
festered, particularly among
those who supported the
winning candidates.
Herrera has taken heat in
recent months over his stance
pushing for a bold inclusivity
resolution. Herrera wants
the statement to include
a condemnation of white
supremacy, others on the
council have appeared less
willing to support such a
statement. Herrera has also
apologized, repeatedly, for the
moments in public meetings
when he appeared to let anger
get the best of him.
Last week, Post submitted
a written comment opposing
the current draft of the values
statement, then read it aloud as
part of public testimony at the
city council meeting Monday,
Nov. 16. He is advocating for
a more bare version of the
statement: “All people shall
be treated with dignity and
respect.”
“All means all,” Post told
the council. “If we must resort
to listing specifi c people
or groups then ‘all’ loses its
meaning and strength.”

under discussion, Councilor
Dan Kohler used his city email
address to admonish Herrera.

message
sent
Wednesday, Nov. 11, Kohler
wrote,
“The
continual
victimhood you spew reminds
me of a deeply bitter man I
once knew.”
Kohler then recounts a
parable-like tale of the man
and how he “died a bitter man
with few friends.”
Kohler concludes writing,
“I care about you. You don’t
look happy. I fear for your
health and well being. God
did not put us here on earth to
be victims. Here is to putting
your best foot forward, fi nding
peace, joy and happiness in life.
Let’s stop and smell the roses.”
The content of that email
was not discussed during
the council meeting, but a
pallor of exhaustion appeared
to hang over much of the
council’s discussions Monday
night.

State Representative for
Oregon House District 25,
offered his support for Miller
and the Courthouse via
Facebook.
“I am proud of my fellow
Keizerite and look forward to
hearing from more businesses
in House District 25 who
understand that locking
down where a “lockdown” is
not necessary only hurts our
working folks,” Post said. “It’s
one thing to tell businesses
“stick it to her” but another
for that business to be fi ned
$1,000’s.”
Post was also one of 14
local politicians that asked
Gov. Brown to reconsider
her two-week freeze order
in a letter that was sent on
Tuesday, Nov. 17 — the
letter included signatures
from Keizer Mayor Cathy
Clark and Marion County
Commissioner
Elect
Danielle Bethell.
“We recognize the threat
that COVID-19 poses to our
community and support data
driven decisions to limit the
spread of this disease, but we
do not support the mandate
to close gyms, churches,
and restaurants as it is not
supported by historical data
and will only address a small
fraction of Oregon’s COVID
cases at the cost of thousands
of jobs and hundreds of
businesses,” the letter read.
“Combined, cases that can
be traced back to churches,
restaurants and gyms make
up less than 1% of all the
recorded COVID cases in
Oregon. Quite simply, there
is no actual evidence that
restaurants, gyms or churches
are driving COVID in our
community. In fact, because
of the adherence to mask
wearing and social distancing,
these establishments have
been some of the safest in
the state.”
