One of the biggest un-
knowns is how the stock mar-
ket drop will affect the city’s
payment into the Public Em-
ployees Retirement System
(PERS). Just a few weeks ago,
Wood told the city’s long-
range planning committee that
the bullish stock market might
ease the city’s load. On that day,
March 9, the Dow Jones Indus-
trial Average closed at 25,864
points. The market has since
shed another 5,000 points.
Calling it a bright spot seems
disingenuous, but Wood expects
to see a bump in local taxes on
cigarette and liquor sales. Keizer
gets about .08 cents per gallon
on beer and cider sales and .67
cents per gallon for wine.

While they have a lot on
their plate right now, Per-
ry made it clear that the top
priority for the district in this
crisis is graduating seniors. It’s
also at the top of the list for the
Oregon Department of Educa-
tion as what they would like to
get guidance on. However, Per-
ry said that they have to start
acting now.
“We’re not waiting for guid-
ance. We are working on what
we believe to be a good plan,”

Wood is less certain how

“We run pretty lean already
so when you start looking at
what isn’t essential or what
might be cut, the conversation
doesn’t last very long,” he said.
To help Keizer residents, the
city is waiving all late fees on
utility bills for the time being
and customers will not have
water shut off until the pan-
demic subsides.
“We’re planning for three
or four months. After that, we
will work with customers to set
up reasonable repayment plans,”
Wood said.
City offi cials are also looking
for other ways to assist in the
global response.
“We presented some num-
bers at the long range planning
meeting and we’re going to go
back and sharpen our pencils
again and see what can we real-
istically do,” Wood said.
There was already a plan to
forego a stormwater rate in-
crease, but Wood said the city
was now turning looking at
skipping a water rate increase.
The city’s water rates typically
climb yearly to pay for capital
improvements throughout the
system.
“We want to know if we
can give everyone a breather,”
Wood said.
He said those discussions are
likely to include a big picture,
long-range look at how the po-
lice fee will be handled.

required to provide childcare
for health care workers and fi rst

age of 11 according to assistant
superintendent Kraig Sproles.
“We’re going to have to call
staff into work, to meet child
care demands, to help with
food, to help with supplemen-
tal learning,” Perry said.
Along with supplemental
learning, director of career and
technical education, Jim Orth
wants the district to also pro-
vide online resources for men-
tal health for families and com-
munities that are struggling
through this diffi cult time.
Lillian Govus, director
of communications, shared
that Salem-Keizer will now
pay all regular employees
their normal pay without
the use of leave or sick time.
Govus also informed the board
that school offi cials have been

offer meals at 36 schools.
