The Keizer City Council
voted unanimously to ban
camping on sidewalks, public
property and public rights-
of-way with the adoption of
an ordinance at its meeting
Monday, Jan. 6.
The move follows similar
action taken by the City of
Salem in December and is
directed at the city’s homeless
residents. Keizer did not
experience an increase in
camping since the ordinance
was passed in Salem, but
Keizer police offi cers have
encountered more homeless
people known to frequent
Salem moving around the
streets of Keizer, said Lt.
Andrew Copeland, of the
Keizer Police Department.
Prior to the vote, several
members of the community
testifi ed in opposition to the
action without implementing
other supports for homeless
residents, a smaller number
supported it (See related story,

“We have people with
mobility issues and being able
to travel by foot is essential.
It’s a safety and equity issue.

By the end of the Keizer City
Council meeting Monday, Jan. 6,
councilors had heard from those on
both sides regarding a ban on camping
by homeless people – and they were
unswayed by a Keizer mother who
hasn’t seen her homeless veteran son
in fi ve years and a local pastor who
once lived among the homeless in
Keizer.
The council passed the ban
on camping on sidewalks, public
property and public rights-of-way
unanimously.
Sandra McCullough-Jones testifi ed
that her son, a Operation Iraqi
Freedom veteran was so traumatized
by the experience it led to substance
abuse and, later, homelessness.
“I ask you to remember that you
are elected to serve all people and
that includes our homeless neighbors.
I ask that you not give into fear you

Councilor Elizabeth Smith
said the action was “not an
attack, this is the beginning
of a conversation. I have no
intention of turning away
from this conversation. If you
have an idea to bring to the

asked if passing the ordinance
would do more “shuffl ing than
solving” of the homelessness
problem.
“It will continue to
maintain the status quo. If we
don’t pass this ordinance we
may very well have people

In 2018, members of the Keizer
Police Department Community Re-
sponse Unit launched a plan to be
more proactive in connecting with
the city’s homeless population.
“Members of CRU made more
specifi c efforts to check the parks
during the summer and continued to
notice a large number of ‘entrenched’
transients with large and dirty camps,”
wrote Offi cer Darsy Olafson in a re-
cent report on the two-year effort.
When the push began, the CRU’s
three offi cers spent about 30 hours
per week attempting to locate and
communicate with “camping” home-
less people and encouraging them to
move out of the places where they
had hidden their campsites.
