For the next nine months, the City of Keizer and the City of Salem will assess communi- ty housing and development needs in order to create a Consolidated Plan that will target federal HOME Investment Partnership and Com- munity Development Block Grant (CDBG) funding resources for fi ve years (2020-2024). The planning ef- fort is built on feedback from com- munity partners and community members. Want to participate? Area residents can take surveys and give input on community af- fordable housing needs, household needs to achieve self-suffi ciency and share experiences with hous- ing discrimination. The Housing & Community Development and Fair Housing surveys are available online at tinyurl.com/skhousing. Surveys are available in English, Spanish, and Russian. On Sunday, at 1:19 a.m., Marion County Fire District #1 (MCFD1) responded to the report of a train de- railment in the area of Brooklake Road NE and River Road NE. MCFD1 initially responded to inci- dent with four engines, two water ten- ders, one rescue unit, one medic unit, and one battalion chief. The fi rst arriving unit found a train with nine cars derailed blocking Riv- er Road NE just north of Brooklake Road NE. MCFD1 personnel made contact with the conductor and con- fi rmed there were no injuries and that no hazardous materials had spilled or leaked as a result of the accident. The derailed cars broke a utility pole that carried both local power operated by Portland General Electic (PGE) and regional transmission lines operated by Bonneville Power Administration (BPA). There were power outages in the area. A small smoldering fi re started in some brush as a result of the downed power lines. After confi rming no injuries and no other signifi cant hazards, MCFD1 left one engine and one battalion chief on scene to extinguish the fi re after the power was shut off. The incident was managed under a unifi ed command including the Marion County Sher- iff ’s Offi ce, MCFD1 and Portland and Western Railroad Management, who operate the involved train and rail line. The cause of the derailment is under investigation. obituary Submit an obituary through our website at keizertimes.com or send an email to: editor@keizertimes.com Alice Shepheard Earl Alice Shepheard Earl was born just outside of Chicago, Illinois to Charles Osborne and Margaret Pegler Shep- heard. Alice grew up in a large house in Hinsdale, Ill. It was known as the A. Earl Shepheard House. It had a detached garage with play- room for the kids and large May 8, 1932 – November 28, 2018 fi sh pool/fountain in the back. Her father was successful in the insurance business. Alice had an older sister, Susan, and a younger brother, Charlie. Her beloved grandfather lived with them. The family moved to Salt Lake City, Utah where Alice attended Roland Hall High School. She went on to attend Colorado College and graduated. Following gradua- tion she moved to Paolo Alto, Calif. and worked as a second grade school teacher. Alice married Bill Earl in 1955. Bill was head of a project for electrical construction of the Minuteman missile system. Consequently, the family moved to a different state every one to two years. As a result, each of their four children was born in a different state. Shepheard was born in Utah in 1956. Amy was born in Colorado in 1958. Robin was born in Kansas in 1961. Emily was born in Wyoming in 1963. Following a brief stay in Melbourne, Australia, where an anticipated job fell apart, the family returned to the United States and settled in Orinda, Calif. Orinda became a “stay-in-one-place” home for the family for the fi rst time. In 1975-76 Alice and Bill separated and eventually divorced. Alice went back to school and completed her education to become a librarian. She worked at the Berkeley Library for years. Alice bought a small Victorian house on Cedar Street in Berkeley. While there she survived a cerebral aneurysm. She later retired and moved into a small abode on the property of Emily, Ron and Skylar’s Berkeley home. On the morning of Nov. 28, 2018 Alice died peacefully in the loving presence of her two daughters. Alice was a devoted mom and grandmother. She supported her family in every way she could. She loved reading, poetry, art, cooking and attending the theater. She was masterful at decorating and creative with color. She was tough, smart, and wise with a great sense of humor and wit. She loved music, singing and dancing. She led a yoga class, walked long distances and enjoyed travel. She was a loyal friend. She was loved by all who knew her. She is dearly missed. She is survived by her four children, Shepheard, Amy, Robin, Emily, four grandchildren, Anya, Zeek, Leslie and Skylar and four great-grandchildren, Micah, Lucy, Cherish and Benjamin.
