Lee said the lack of funding
coming from the state contrib-
utes to other problems within
the district and includes how
the schools are equipped to
handle the increase in students
coming from toxic home envi-
ronments or dealing with men-
tal health issues, like student
suicides.
“Right now, we have one
counselor for every 500 stu-
dents. The ideal would be one
for every 250 students,” Lee
said.
As the former president of
Blanchet Catholic School, he
feels there are ideas that could
be borrowed from the private
sector, like hiring a staff mem-
ber or team to focus on secur-
ing grants from foundations
and philanthropists seeking to
better public schools. But it’s
not one that’s caught on in Sa-
lem-Keizer or anywhere else in
the state as far as he knows.
He said while many board
members start with the no-
tion of becoming involved in
the schools on a deep level, the
board’s oversight extends to
only one employee, Superin-
tendent Christy Perry.
“And she’s a good one,” he
said. “The board needs to make
sure that Christy is developing
policy and has the tools she
needs. As far as the school board
getting involved with policy, it’s
not something we often do.”
Lee was on the board when
Perry was hired, and that was
only after jettisoning the results
of an initial search that resulted
in a handful of candidates no
one on the board felt were a
good match.
“I think experience should
be a factor in choosing the
board members and keeping a
sense of history of why we did
things the way we did them,”
Lee said.
While funding will contin-
ues to be an issue, Lee said there
are projects he also wants to be
around to see through.
“We’re starting to track the
graduates of the CTEC pro-
grams to see where they suc-
ceed and struggle, we’ll adapt
as we fi nd out. I also want us
to be good stewards of the re-
cent bond, as we were with the
one before that produced much
more than we promised,” he
said.
KPD: ‘The written warning
was meaningless’

“The position of the Association is that in order to deprive the
right of representation, the employer has the obligation to supply
suffi cient evidence (of supervisory status). The city produced ex-
hibits that were years old,” Garrettson said.
Further Garrettson said KPD administrators employ a level of
micromanagement that subverts sergeants’ authority. He said that
when a traffi c safety offi cer failed to produce traffi c citations at
the Keizer Police Department, the sergeant in charge of that unit
wanted him removed and he was allowed to fi nished the two-year
appointment to the role despite such wishes. Garrettson said the
offi cer was given a ticket “quota” after failing to perform.
“[The sergeant] wrote up an extensive written warning. After
that the chief said to give [the offi cer] another chance. The writ-
ten warning was meaningless,” Garrettson said.
Peck countered that Garrettson only presented a portion of
the story. When a new offi cer was assigned to the traffi c unit, he
reappointed the underproductive offi cer to the traffi c unit against
the advice of Police Chief John Teague. Those incidents occurred
within the past two years.

Bethell said the district is
so large – the second largest
in Oregon – that “red tape”
interferes with getting to solu-
tions.
“There is a cabinet of only
nine administrators (Superin-
tendent Christy Perry) inter-
acts with to set the tone the
for the 7,000 other employees.
The school board has to be
partners with the cabinet and
any time there is a zone issue,
the board has to be working
with cabinet members to re-
solve it,” she said.
Adding more adminis-
trators is not a solution she
would advocate for, but she
would like to see them held
more accountable.
“The administrators might
be the smartest one when it
comes to the book, but they’re
not when it comes to balanc-
ing the emotion that comes
along with my community,”
she said.
Asking questions when
needed and warranted would
be her strategy when it comes
to the issues she hasn’t en-
countered before, but that
applies to recent decisions
the school board has made
as well. She singled out a 10-
year memorandum of under-
standing to continue funding,
in-part, the Career Technical
Education Center in Salem.
The school is a public-private
partnership.
“I believe in the initial con-
cept and what (Larry Tokar-
ski) is trying to do, but it’s one
guy telling the district what
it needs to do and the district
isn’t asking many questions.
Why are we committing to
one organization and one
concept for 10 years when we
don’t do that with our kids in
the schools we have now,” she
said.
At the end of a four-year
term, Bethell said there are
two things she would want
to accomplish: “Give teachers
direct access and control back
in their classrooms and an ad-
ministration that stands be-
hind them in doing that.”
Garrettson also cited another more recent example of ser-
geants being undercut. One offi cer, who was repeatedly warned
about negative attitude, eventually lashed out at another offi cer
by throwing a pair of dirty underwear at them. When the shift
sergeant went to a lieutenant to begin disciplinary action, he was
told a performance improvement plan should be drafted instead.
In addition to those examples, Garrettson said assigning duties
based on workload or skill also doesn’t rise to supervisory action
according to standards set by the National Labor Relations Board.
While some assignments are the result of personal initiative,
Peck countered, “there are areas where we see greater authority
exercised including factors like predictability, leadership, compat-
ibility and leading the team.”
Moreover, Peck said all six sergeants signed off on city issued
defi nitions of their roles when asked to do so and only one asked
for a change – adding cadets to his list of supervisory duties.
Peck suggested that the situation KPD sergeants fi nd them-
selves in might not be so much a lack of authority, but a culture
where there isn’t cause to act on it with frequency or detrimental
results.
“What you are facing is the difference between paper and
reality. The reality is that authority is not exercised. They can
assign the person to go home for being disruptive or safety con-
cern, but there’s not a situation where they have to have done
it,” Peck said.
