might get equity balance

Further discussion of boundary changes
within the Salem-Keizer School District took
up much of the School Board’s second meeting
of the month Tuesday, Jan. 22.
Although the proposed changes would have
little effect on McNary High School, with only
a very small portion of its attendance area being
shifted to that of McKay High School, several
boundary lines would be redrawn for elementa-
ry and middle schools.
To achieve equity, and in the case of Claggett
Creek and Whiteaker middle schools to balance
enrollment population, a large portion of the
eastern part of Claggett Creek area would be
shifted to Whiteaker. A much smaller portion of
the Whiteaker area would be shifted to Claggett
Creek.
Several changes would occur for the elemen-
tary schools. Michael Wolfe, chief operating of-
fi cer for the district, mentioned another change
for Kennedy Elementary School. Part of the
district bond issue, he said, would be used to
build classrooms to replace portable ones that
are nearing the end of their usefulness.
Different high school attendance areas have
had different concerns. A few people in the au-
dience who were associated in different ways
with McKay said the proposals now before
the board would be inadequate to relieve the
crowding in the high school.
A fi nal board vote on the boundaries is
scheduled for Feb. 12.
In other business, the board adopted a mem-
orandum of understanding between the district
and Mountain West Career Technical Education
Center, establishing a 10-year public-private
partnership with eventual transfer of the Moun-
tain West facility to the district in exchange for
district maintenance of the facility, insurance,
taxes and other costs.
The board also approved fi rst reading of a
contract amendment involving Howard Street
Charter School. In December, the board had re-
jected an HSCS request for an amendment that
would have increased district payments for the
cost of a bond issued by the Oregon Facilities
Authority. New requests by HSCS are for the
district to authorize an increase in the enroll-
ment from 180 to 200 students and for allowing
the OFA to receive the required debt service
on the bonded indebtedness directly from the
district so that HSCS would never possess the
money required to pay the debt.
In a meeting earlier in the month, the Spot-
light on Success portion of the meeting, Angel
Olmos-Lopez, a McNary senior, was honored
for his work as a board member of the Keizer
Community Library.
JFD honors volunteers, employees
The Keizer Fire District pre-
sented their 2018 awards at its
annual Firefi ghter Reception
on Monday, Jan. 14.
The award winners were:
• Volunteer of the Year: John
Fowler.
• Rookie of the Year: Victor
Hess.
• EMT of the Year: Jacob
Brinlee.
• EMS Excellence Award:
Rachel Brozovich.
• Career Firefi ghter of the
Year: Tim Coburn.
• Employee of the Year: Matt
Dryden.
• Community Service
Award: Amber Butler.
Keizer Fire Chief Jeff Cow-
an and Lieutenant Jon Crow
were also honored for their 10
years of service.
Coburn and Sean Cum-
mings were awarded a unit ci-
tation for their actions and rep-
resentation at the Stubblefi eld
Fires in Condon — the unit
citation may be awarded to any
group of two or more fi re dis-
trict members who make up a
company, section, team or em-
ployee work group which has
performed in an outstanding
manner.
Brinlee and Seth Stephen-
son were each awarded a Med-
al of Valor for rescuing people
from a house fi re.
Brozovich, Dryden, Aaron
Pittis and Jason Perkins were
also each awarded a Medal of
Valor for their actions during a
2017 Rose Park Apartment fi re.
The bulk of the Traffi c Safety, Bikeways and Pedestrian
Committee’s meetings in December and January was spent looking
ahead to 2019.
Committee members had
previously established some
goals for the next year but
brought a few new ones to the
forefront during the meetings.
Old and continuing goals
included:
• Enlisting local business-
es to participate in the Bike
Friendly Oregon campaign.
• Developing Keizer-cen-
tric cycling and pedestrian
maps.
• Developing wayfi nding
signage for the Keizer sections
of the Willamette Valley Sce-
nic Bike Route.
• Working on Safe Routes
to Schools plans.
• Create awareness around
placing garbage receptacles in
bike lanes.
On the cycling front, the
committee still plans to work
with McNary High School to
get new bike racks installed
and look for additional spaces
to install bike repair stations.
Among the new items
were an assessment of
traffi c accidents on River
Road North. A recent fatal
crash involving a pick-up
truck and a pedestrian in a
crosswalk spurred additional
conversation at the meeting.

Hersch Sangster said that
the vast majority of traffi c
fatalities – going back decades
– involve River Road.
“I was always taught that
there is a common thread in
any series of accidents. I think
the committee should get
the data and look at possible
recommendations,” Sangster
said.

David Dempster said any
recommendations
might
possibly be worked into an
ongoing redevelopment study
of the commercial areas of
River Road North.
The committee expressed
interest in working with
the Keizer Parks Advisory
Board to develop plans for
a boardwalk that would
run along the east bank
of Claggett Creek from
Lockhaven Drive Northeast
to the area around Claggett
Creek Middle School and
Weddle Elementary School.
The effort would likely
be a massive undertaking
including
purchasing
easements
along
the
creek and working with
environmental agencies to
minimize impacts to the
watershed and wetlands.
Finally, Dempster said
there is a small section of
Keizer Road Northeast,
near Verda Lane Northeast
where the sidewalk ends
and pedestrians are forced
into the street. He said that
fi nishing the approximately
80-foot section would
be a priority for him and
he would like to put a
recommendation forth to
the city council with the
support of the committee.
Committee member Pat
Fisher suggested members
look for other small “missing
links” within the city and
request that the city fund
fi nishing the projects during
the budget process that will
begin this spring.
Student art on deck at Keizer art gallery
The Keizer Art Associa-
tion’s Enid Joy Mount Gallery
will feature art by students
from McNary High School
next month.
The exhibit will open
Thursday, Jan. 31 and run
through Feb. 26.
Student submissions can be
the artist’s choice of subject
and medium. Medium cat-
egories are 2 dimensional, 3
dimensional and digital/pho-
tography.
The February show is a
hosted show for the art stu-
dents at McNary High School.
Entries in this show will be
the artist’s choice of subject
and medium (2D, 3D, digital
art and/or photography).
Art intake for the show is
Wednesday, Jan. 30, from 3 to
6 p.m.
An artists’ reception will
be held from 2 to 4 p.m. on
Saturday, Feb. 2. Participants
and their families are invited
to attend.
