KPD makes push
for #9PM Routine
Keizer has been fortunate to see a decrease
in the number of car break-ins, known as
car clouts, and residential burglaries this year,
but the Keizer Police Department (KPD)
thinks residents can do better.
Starting Monday, Sept. 24, the Keizer
Police Department will be encouraging
residents to strengthen their home secu-
rity measures by participating in the “9PM
Routine.”
Developed by Florida’s Pasco County
Sheriff ’s offi ce and adopted by communi-
ties across the nation, the 9PM Routine is
a reminder that everyone has the power to
reduce the risk of property crimes occur-
ring in our neighborhoods by:
• Locking all our doors and windows
• Locking our vehicles and removing be-
longings
• Turning on outside lights
• Securing bicycles and lawn equipment
• Double-checking security cameras and
alarms
KPD will post a nightly reminder on
Facebook, Twitter and Nextdoor all week,
and will include tips that residents can use
to reduce their risk of becoming a victim of
theft or other property crimes.
As an incentive to participate in the 9PM
Routine, social media users who share 9PM
Routine posts on Facebook or comment
positively on Nextdoor postings will be au-
tomatically entered into a free drawing to
win a starter pack of home security devices
valued at approximately $50 in total. All of
the items are equally suitable for renters and
home-owners. One entry per person; dead-
line to enter is 11:59 p.m. Friday Sept. 28.
Residents are encouraged to help spread
the word about the 9PM Routine by in-
cluding #9PMRoutine in social media posts
about their routines.
Keizer residents reported 152 car clouts
between the beginning of 2018 and Sept.
1 and 30 burglaries in the same timeframe.
Those numbers represent decreases of 9 per-
cent and 23 percent, respectively, during the
same time period in 2017.

Kennedy ‘no dating’ contract

When Kylee Blake Pedersen
asked her son, a fi fth grader at
Kennedy Elementary, how his
day was, she got an unexpected
answer.
Her son informed Pedersen
that his class was required to
sign a “No Discussion of Dat-
ing Contract.”
The contract was given by
Kennedy behavioral specialist
John Moran.
Concerned that her son
had been asked to sign some-
thing without her knowledge,
Pedersen went to Kennedy the
following morning to see the
contract.
The fi rst sentence stated, “I
(insert student’s name) under-
stand that it is a school-wide
policy at Kennedy Elementary
School to refrain from discuss-
ing dating, boyfriends, girl-
friends, and any related matters
at school.”
According to the contract,
“discussing” included talking,
gossiping, spreading rumors,
writing and passing notes,
daring others to date, playing
games around dating and any-
thing else related to dating.
Students had to consent to
their desk being searched for
notes at any time by staff mem-
bers and if any were found,
they would be in violation of
the contract.
Consequences for violating
the contract included: spending
recess and/or lunch in the of-
fi ce, loss of privileges at school
(assemblies, class parties, fi eld
trips, jobs in the classroom or
at school, being a peer media-
tor), a phone call home, parent
meetings with the principal
and suspension.
According to the Salem-
Keizer School District, the
contract was brought to one
classroom at Kennedy.
