Mail thief cuffed on Thorman
The Keizer Public Art Commission held its most recent
meeting Tuesday, May 15, here’s what was discussed:
• Commissioners ap-
proved a Request for Pro-
posal (RFP) for an artist to
carve one or both of the tree
trunks that are on the north-
west corner of the Keizer
Civic Center property.
The trunks have been
preserved in hope of creat-
ing cultural history poles by
enlisting the services of a
chainsaw carving artist.
With an award of $5,000
from the Oregon Cul-
tural Trust, the group has
$10,000 to get the project
off the ground. The cost of
both poles is expected to
be around $20,000. Com-
missioners are hoping to
spur additional donations by
completing one pole.
The RFP could be re-
leased as soon as June 1.
Artists will have 90 days
to submit design concepts
and budgets associated with
carving one or both poles.
Artists applying should be
adept at carving a variety of
subjects including animals,
humans and agricultural
scenes.
In late 2017 and early
2018, the commission host-
ed a series of design work-
shops to come up with a
list of potential ideas for the
poles. Artists will be required
to choose from the follow-
ing list of potential subjects:
the school bell located in the
Keizer Cultural Center, river
rapids, representations of
Keizer schools, fi sh, coyotes,
the annual Iris parade, cows,
baseball, hops fi elds, fi lbert
trees, strawberry fi elds, the
Blake log cabin, Wallace
House, the words: pride,
spirit and volunteerism; the
Christmas tree lighting, the
Keizer Police Department,
the Keizer Fire District, mu-
sic, eagles and ospreys, the
Big Toy, geese and people
working together.
Commissioners will re-
view the submissions at their
September meeting.
School budget garners
near-unanimous approval

A 2018-19 budget pro-
posal of $1,147,797,142 for
Salem-Keizer Public Schools
received a favorable vote from
the budget committee Tues-
day.
A favorable vote on the
bond measure and new rev-
enue estimates from the Ore-
gon Department of Education
increased the amount from
the original $691,458,464.
The revision includes two
full-time nurses, four full-
time counselors, a full-time
equivalent of 3-3/4 behav-
ior specialists, an additional
$1 million for elementary
mathematics, and $424 mil-
lion more for the 2018 bond
capital fund.
Final approval of the bud-
get is expected at the June 12
meeting of the school board.
The board makes up half of
the budget committee and
appoints the other members
from the district.
The vote was 12-2, with
negative votes coming from
board members Jesse Lippold
and Paul Kyllo. Both of them
also were the only committee
members in favor of a mo-
tion by Lippold to terminate
the district’s employment of
Educational Excellence and
transfer the $350,000 budget
for it to increase the mentor-
ship program and pay AVID
teachers.
Lippold’s position was that
because Educational Excel-
lence is a for-profi t company,
the $350,000 would be better
spent for programs under dis-
trict control.
Asked after the committee
meeting why he voted against
adoption of the budget, Lip-
pold said the composition of
the budget that convinced
him that the district did not
do everything it could for the
students and teachers. Kyllo
left the building immediate-
ly and was not available for
comment.
One proposed change to
the original budget was unan-
imously approved. Kathy Goss,
a board member, had moved
that $150,000 be transferred
from the contingency fund
to have health services fully
funded.
The meeting started with
comments from the audience.
A long succession of teach-
ers, including Keizer residents
Nubia Green and Lindsay
White, credited Educational
Excellence for the strong aca-
demic improvements in the
schools targeted for its help.

and passed away peacefully on
May 19, 2018.

and they set-
tled in Salem,
Ore. Lyle got
his teaching
degree at Or-
egon College

graduating they relocated to
Creswell, OR for the offer of
a one-year teaching position

trict political issues, the com-
mittee asked Superintendent
Christy Perry, who supervised
preparation of the budget,
why staff had recommended
that Educational Excellence
remain in the budget. She re-
plied that it had achieved the
expected results of improving
the underachieving schools.
Perry added that the em-
ployment of Educational Ex-
cellence involved both Title
I and Title II federal fund-
ing. She said that terminating
the program was doable un-
der Title II but that she had
doubts whether abandoning
the program would keep the
district qualifi ed to receive
Title I funds.
Several speakers from the
fl oor also commented that
transferring money to provide
more health services was nec-
essary for students.

He retired from there 27 years
later. Shortly after retirement,
they moved to Keizer to be
closer to family.
Lyle’s hobbies were golf-
ing, bowling, yardwork and of
course his trips to Reno and
the casino.
Lyle was preceded in death
by his wife DeNae in Septem-
ber 2013. He is survived by his
daughter Kris Kahler, son-in-
law Bruce Kahler and grand-
daughter Kari Kahler, and his
extended family, Brandon and
Nic Kahler, Kristal Clubb and
their families.
A Celebration of Life Open

A Keizer man was arrested
May 15 after being spotted ri-
fl ing through mailboxes along
the 900 block of Manbrin
Drive Northeast.
About 11 p.m., Sgt. Jeff
Goodman and Offi cer Kevin
DeMarco responded to a re-
port of a man going through
mailboxes and tossing some
of the mail on the ground.
The caller was discreetly fol-
lowing the man and keep-
ing dispatchers updated on
his whereabouts. He was
also
spot-
ted
walk-
ing through
yards
of
private resi-
dences.
The caller
told police
he believed
the suspect

was intoxi-
cated. The
offi cers arrived and confront-
ed the man on Thorman Ave-
nue Northeast and found him
in possession of a $50 medi-
cal bag stolen from a vehicle
parked along Manbrin Drive
Northeast about an hour be-
fore the call to 9-1-1.
The suspect was identi-
fi ed as Dustin Sky Belgard,
35. Belgard’s name was run
through a warrant check, and
it was discovered that he had
an outstanding warrant for his
arrest issued by Salem Mu-
nicipal Court for an alleged
DUII.
Belgard was transported
to the Marion County Cor-
rectional Facility where he
was charged with mail theft,
unlawful entry into a motor
vehicle, third-degree theft,
possession of burglar’s tools,
third-degree criminal mis-
chief, and possession of a con-
trolled substance.
