Chime in on city Students: Show off your
talent
during
KeizerFEST
budget next week

Keizer residents wanting
to have a say in how the city
directs its funds in the coming
fi scal year are encouraged to of-
fer their perspectives in either
of two meetings of the Keizer
Budget Committee the fi rst
week of May.
The Budget Committee,
comprised of the Keizer City
Council and a citizens advi-
sory group, meets Tuesday, May
1, and Thursday, May 3. Both
meetings begin at 6 p.m. and
time is allotted for public tes-
timony.
While there isn’t much lee-
way in the city’s coffers, a few
pet projects typically earn mod-
est or token contributions in
terms of fi nancial or in-kind
support.
At a mid-year meeting of
the group in March, City Man-
ager Chris Eppley described
the budget as “in a stable place
in terms of fi scal capacity.”
Reading between the lines
a bit, that means the city offi -
cials aren’t expecting any sur-
prises this coming year. What it
doesn’t mean is that extra cash
is fl owing like Oregon rain.
Keizer Finance Director
Tim Wood said Keizer needs
to brace for at least an addi-
tional $120,000 payment to the
Public Employees Retirement
System (PERS). Rates are in-
creasing between 19.5 and 40.4
percent depending on what
PERS level individual employ-
ees qualify for.
Wood added that PERS’
stock portfolios have benefi tted
from the bullish stock market in
the past two years, the impacts
of those increases will take at
least a half-dozen years to im-
pact the city’s contributions.
One of the largest questions
the committee will be asked to
weigh in on is the continuation
of fees for parks and police ser-
vices.
Last fall, the city began col-
lecting $4 per month for each
fund. The amount of the fee
and its collection are subject to
review by the budget commit-
tee each year. Supporters and
those in opposition to the fee
can weigh in during the meet-
ings.
Citizen testimony can also
infl uence how the city priori-
tizes funds for projects that af-
fect larger areas of the city. In
recent years, residents of west
Keizer have turned out to ad-
vocate for funding to improve
Delight Street North with side-
walks and bike lanes.

FEST Teen Talent Showcase
on Sunday, May 20.

a musical talent show open
to middle and high school
students in the Salem-Keiz-
er School District, submit a
video demo to talent@keizer-
chamber.com by Tuesday, May
1.
“We’re looking for musical
talent, not just singing but in-
strumental, too, any style, any
size ensemble, it’s all good.”
said McNary choir director
Joshua Rist, who is one of
four judges. “We’re hoping to
get a good turnout from the
community. We just want kids
in middle school and high
school in the Salem-Keizer
School District to have an
outlet to show off their talents.
We want to make it more than
just a Keizer thing. We want to
get Salem involved, too. We
want to invite kids across the
district.”
The judges, which consists
of four choir directors, Rist,
Andy Thomas at Whiteaker,
Jennifer Kercher at North
Salem and Rob Harrison at
Crossler, will select contestants
from the video submissions to
compete in the talent show.
Round 1 is scheduled to be-
gin at 11 a.m., the fi nal round
at 3 p.m. and then a winner
presentation at 4:15.
First prize is $1,000, sec-
ond is $700 and third receives
$400.
The showcase is hosted by
Keizer Chamber of Com-
merce and sponsored by Up-
town Music.
“The ultimate goal is to get
people performing in Keizer,”
Rist said. “We just want to
sweeten the pot a little bit to
get them out from every cor-
ner of this town.”
Schools go into lockdown after 911 call
Two Keizer schools went into lock-
down Wednesday, April 15, as police
searched for two males who a 9-1-1
caller believed were in possession of a
handgun.
Police did not locate the two male
skateboarders that were spotted in the
parking lot of the Church of Jesus Christ
of Latter Day Saints Parking lot. Another
pair of skateboarders was stopped and
searched more than a mile away from
where the complaint originated.
The incident occurred about 2 p.m.
About 25 minutes after the original
report, two individuals riding skate-
boards were detained near the inter-
section of Chemawa Road North and
Elizabeth Street North, but the original
9-1-1 caller, working with police, said
they were not the individuals she saw at
the church.
Two schools near the church, White-
aker Elementary School and Gubser El-
ementary School, went into lockdown
and the Salem-Keizer School District
sent out an auto-dialer message inform-
ing parents regarding the event.
