Saying the $691,458,464 budget proposal was based on the revised 2017-19 biennnial revenue assumption of $8.2 billion statewide for public schools, Perry noted that the increase in revenue from the fi rst half of the biennium did not match the growth in ex- penses. She added that with reduc- tions in federal grants expected, she told the committee that the impact of the likely reductions could mean a district loss of $1.4 million. The budget breaks down into a general fund of $485,395,665 (70 percent), special revenue funds of $88,373,959 (13 per- cent), a debt service fund of $46,601,589 (7 percent), capital projects funds of $9,993,000 (1 percent), an enterprise fund of $100,000, internal service funds of $32,100,500 (5 percent), and trust funds of $225,001. As the district’s main oper- ating budget, the general fund pays for instruction of students and general school operations. Most of its revenue comes from the state school fund and prop- erty taxes. Special revenue funds are the fee-based programs fund, for programs that are generally self-supporting; the food ser- vices fund; the asset replace- ment fund, which receives depreciation reimbursement from the state; the energy ef- fi ciency fund, which refl ects the activities of a state energy conservation program; and the grants fund, the uses of which are restricted by the sources of the grants. Perry said the school staff- ers had prepared the budget to achieve the district’s vision of “All students graduate and are prepared for a successful life.” Guiding that vision, she said, is the Equity Lens and Policy es- tablished by the School Board. Equity, she noted, is not to be confused with equality, in which all students would be treated the same. Equity efforts aim at increasing achievement of all students, meaning certain different treatments for under- represented, underserved, and marginalized populations.
