Colored pencils at KAA
The 27th annual Colored
Pencil Society of America’s
(CPSA) exhibition will be held
at the Keizer Art Association’s
Enid Joy Mount Gallery at
the Keizer Cultural Center
in April. The show opened
Thursday, March 29 and will
run through Sunday, April 29.
The show is juried.
The
CPSA’s
Chapter
201—including Oregon and
southwest Washington—
has held its show in
Keizer for the past
fi ve years.
An artist reception and
awards ceremony will be held
on Saturday, March 31 from
2 to 4 p.m. The juror for the
2018 show is Anji Grainger, an
watercolorist and instructor as
well as a former president of
the Watercolor Society
of Oregon.

Chapman
positioned
himself between two vehicles
in the driveway of 1741
Springtime Court N.E. and
turned to face the pursuing
offi cers. Chapman ignored
multiple commands to show
both his hands and yelled
back, “I have a gun.” Chapman
refused to drop the weapon.
Once Wampler spotted the
gun in Chapman’s hand, he
fi red one shot from the AR-15
hitting Chapman in the head
and killing him.
Chapman fell to the
ground, but Wampler could
see he was still holding onto
the silver pistol. Because none
of the offi cers on the scene
could determine if Chapman
was deceased or playing dead
to lure offi cers into vulnerable
positions, Barber ordered the
use of a rubber round designed
to cause pain but not death.
Offi cer Eric Hernandez, of
the Salem Police Department,
was ordered to shoot Chapman
with
the
less-than-lethal
round and hit Chapman’s arm
dislodging the gun. When
Chapman did not respond to
the impact, offi cers approached
and requested medical support.
He was pronounced dead on
the scene.
The .22 caliber handgun
had a bullet in the chamber,
and was later determined
operable. At the scene, law
enforcement also recovered
Chapman’s backpack and
searched it where $541 in cash
was recovered. It was the same
amount taken from Pizza Hut
minutes earlier.
A toxicology screening after
his death revealed the presence
of methamphetamine, opiates,
and THC (the psychoactive
component in marijuana) in
Chapman’s system.
After
the
shooting
unfolded, Oregon State Police
investigated the events and
13 witnesses testifi ed before
a grand jury that determined
the shooting was justifi ed and
lawful on Friday, March 23.
Specifi cally, the grand
jury found that the offi cers
reasonably
believed
the
following:
• Chapman had committed
and attempted to commit
felonies involving the use or
threatened use of physical
force against a person;
• Deadly physical force was
necessary to defend a peace
offi cer or another person from
the use or threatened imminent
use of deadly physical force;
• Chapman had committed
felonies or attempted to
commit felonies and under the
totality of the circumstances
existing at the time and place,
the use of such force was
justifi ed, and
• The offi cers’ lives or
personal safety was endangered
in the particular circumstances
involved.

and transparency. To all our
law enforcement in Marion
County, and in particular,

their lives on that day: We are

protect and serve,” said Marion
County District Attorney Walt
Beglau.

Shoplifting attempt ends
with robbery charge

man after fi ghting with loss
prevention offi cers at Bi-Mart,
3862 River Road N.
By the time KPD arrived
on the scene about 4 p.m.
Tuesday, March 20, the sus-
pect had been detained and in
handcuffs near the building’s
exit.
Two of the store’s loss pre-
vention personnel told of-
fi cers the man was observed
in the store taking a backpack
and fi lling it with other items
from the shelves including
two fl ashlights, a knife, a knife
sharpener and a butane torch.
When confronted while try-
ing to leave the store, the sus-
pect got into a scuffl e with the
security offi cers.
Stevin Michael Anthony
Urban, no permanent address,
was arrested and taken to the
Marion County Correctional
Facility where he was charged
with one count of third-de-
gree robbery. He also had sev-
eral outstanding warrants.
TEEN ARRESTED
AFTER
DISCHARGING GUN
IN HOME
A 17-year-old was arrested
in the 4900 block of Delight
Street North after discharging
a gun into the ceiling of his
bedroom on Sunday, March
25, about 7:45 p.m.
The suspect was taken into
custody without incident and
he was taken to the Marion
County Juvenile Detention
Facility where he was charged
with reckless endangering,
unlawful possession of a fi re-
arm, unlawful use of a weapon
and harassment.
The suspect’s mother called
9-1-1 and told dispatchers her
son was intoxicated and angry
about a past relationship.
