Welfare check turns into confrontation
A 51-year-old Keizer man
was taken into custody and
transported to Salem Hospital
for evaluation after confront-
ing a Keizer Police Depart-
ment offi cer with a knife.
The incident began when
a 9-1-1 caller asked offi cers
to check on her neighbor in
the 700 block of Weeks Drive
Northeast about 7:30 p.m.,
Sunday, Jan. 28. The caller
said the man had been stand-
ing outside his apartment for
about an hour talking to him-
self and then walked off leav-
ing his apartment door open.
Sgt. Jeff Goodman re-
sponded to the call and found
the man standing on the side-
walk along River Road North
near Royal Pub at 3420 River
Road N. While trying to en-
gage the man and ask about
his well-being, Goodman
noticed a knife in the man’s
hand. The knife did not appear
to be open and the man did
not extend it toward Good-
man. When Goodman asked
him to put the knife away the
man put it in his pocket, but
did not release his grip.
Goodman requested back-
up and then the man with-
drew the knife and turned to
face Goodman. At that point
Goodman drew his weapon
and ordered the man to put
down the knife. The man re-
fused to comply.
The man put the knife
back in his pants and got on
his knees once a second of-
fi cer arrived on the scene. As
Goodman and the second of-
fi cer approached the man, he
began resisting and grabbed
the second offi cer’s duty
weapon from a holster in the
struggle. Deputy Police Chief
Jeff Kuhns said focused strikes
and a Taser had to be used to
subdue him.
Larry Alan Spangelo was
cited for menacing, unlawful
carrying and use of a weapon
and resisting arrest. He was re-
leased at the hospital.

Rotary arboretum planting
continues Saturday, Feb. 3
Rotary Club of Keizer is
planning to install the last of a
planned 79-tree arboretum in
Keizer Rapids Park on Satur-
day, Feb. 3.
Volunteers hoping to assist
can simply show up at the site
dressed for the weather with
work gloves and shovels in
tow.
“This all started with a call
from the International Rotary
president for each local club
to plant one tree for every
member by Arbor Day 2018,”
Rotarian Mark Caillier said.
Once complete, the arbore-
tum will line the walking path
in the southwest corner of the
park. Trees were selected from
the city’s list of recommended
trees and will act as a living
catalogue of some of the best
trees for planting in city limits.

tion rate. Four schools – Early
College, McKay, Roberts and
South Salem – also increased
their overall graduation rate
in the fi ve-year cohort. This
checks in as the highest rate of
graduation for SKPS since the
2013-14 academic year. Grad-
uation rates cannot be com-
pared to years prior to 2013-
14, because modifi ed diplomas
were since included as gradu-
ates in cohort graduation rates.
SKPS also reduced in the
district dropout rate, decreas-
ing from 4.28 percent to 3.54
percent. Some students con-
sidered dropouts in the 2016-
17 data have returned to SKPS
programs this academic year to
continue their pathway toward
graduation.
Statewide, the four-year
graduation rate for students
who began high school in the
2013-14 school year is 77 per-
cent, two percentage points
higher than last year’s rate. The
average four-year graduation
rate in Oregon has increased
nearly fi ve points in the last
three years.
