Woman in crisis threatens neighbor

A 41-year-old Keizer
woman was taken to the
Oregon State Hospital after
threatening a neighbor with
a knife Thursday, Dec. 7.
The incident began about
8 a.m.
“We received a report
that she had swung a knife
at one of her neighbors and
threatened to ‘cut you into a
million pieces,’” said Deputy
Chief Jeff Kuhns of the Keiz-
er Police Department.
Keizer offi cers responded
to the call at 195 Churchdale
Avenue N. and found the
woman outside her home.
During the next several min-
utes, she entered and exited
her home without making
contact with anyone else. Her
home is a duplex and the
neighbor she threatened lived
in the connected unit.
Kuhns said the initial re-
sponse was handled with a
hands-off approach because
the woman appeared to be
suffering from an emotional
disturbance and had violent
encounters with police in the
past. Offi cers waited to see if
the incident would de-esca-
late on its own, but neigh-
bors reported being fearful of
leaving their home prompt-
ing offi cers to step in.
“Some of these incidents
have ended tragically across
the United States. Law en-
forcement has been ques-
tioned about the response to
such incidents and sometimes
the suspect doesn’t have the
mental capability to form in-
tent or know they might have
committed a crime. Many
times we walk away,” Kuhns
said.
Sgt Trevor Wenning and
Sgt. Bob Trump crafted a plan
and retrieved ballistic shields
from the Keizer police sta-
tion as well as less-then-lethal
weapons.
“Offi cers then formed a
stick – a line of police offi -
cers – and began approaching
the house behind the shields
while calling out to her over
a megaphone,” Kuhns said.
At the same time, another
offi cer was stationed in the
rear of the house in case the
woman emerged from there.
As offi cers were approach-
ing, the woman went out the
back of the home and began
smoking a cigarette where
she encountered the offi cer.
“There were a few tense
minutes, but she ended up
surrendering without any
further incident,” Kuhns said.
Police took her into cus-
tody because they believe she
posed a danger to herself and
others, but no charges were
fi led against her.
“This has become the new
norm,” said Kuhns. “They
don’t always end this way.
The offi cers involved did an
excellent job in coming up
with a plan. It also helped
that the call came in when
a lot of other offi cers were
coming on duty.”
The Marion County
Sheriff ’s Offi ce has devel-
oped teams to respond to
such incidents, but none were
available at the time of the
call, Kuhns said.
