Car break-in leads to chase, arrest
Alert neighbors helped lead
police to the suspect in a pair
of car break-ins Sunday, Sept.
10.
A suspicious person was
reported in the 1300 block of
Horizon Ridge Court about
8 a.m. The caller reported a
white male adult allegedly
breaking into a neighbor’s car.
The suspect was seen run-
ning in the direction of River
Road North.
While responding to the
initial report, several other
callers reported the suspect
traveling through private
property in the area of Swing-
wood Drive Northeast.
With the help of those call-
ers, offi cers caught up with
the suspect as he continued
running across River Road
North and through the Hid-
den Creek Apartments on
Foothill Court Northeast.
When the man was con-
fronted by an offi cer on
Wheatland Drive North, he
turned east, but eventually
responded to commands to
stop running and was placed
under arrest without further
incident.
Andrew David Ramsey,
of Salem, was arrested and
charged with unlawful entry
into a vehicle, intent to com-
mit theft, theft, and criminal
trespass.
Investigating offi cers de-
veloped probable cause that
Ramsey unlocked and entered
two vehicles and took almost
$400 worth of property in-
cluding: a power inverter, bin-
oculars, a Leatherman-type
tool, drill bit set, safety glasses,
a torch, a cellular smartphone,
cell phone car charger and a
bank check that was made
payable to one of the victims.
Ramsey was transported to
Marion County Correctional
Facility.
“This was a great example
of neighbors watching out for
their neighbors and reporting
suspicious behavior to the po-
lice when they see it occur-
ring. Doing so led to the arrest
of this suspect,” said Deputy
Chief Jeffrey Kuhns.
Man arrested for DUII
after crash
Keizer police arrested a
35-year-old Keizer man on
suspicion of driving under the
infl uence of intoxicants after
crashing into another vehicle
Wednesday, Sept. 6.
Offi cers responded to a
report of a crash in the 4100
block of Verda Lane Northeast
about 1:30 p.m. The incident
involved a 2000 Ford Focus
and 2007 Chevrolet Impala.
Neither driver was injured,
but offi cers began to sus-
pect one of the drivers who
smelled of alcohol. Question-
ing continued and the man
was eventually asked to per-
form a fi eld sobriety test. He
agreed and was taken into
custody without incident after
probable cause was developed.
Kevin Scott Rapoza was
arrested and charged with
DUII and reckless endanger-
ing. He was transported to the
Marion County Correctional
Facility.
