City will handle KHC rentals Skate park repairs approved

Keizer city staff will now
be handling rentals of the
Keizer Heritage Center
event room and gazebo.
The Keizer City Council
approved a contract with the
Keizer Heritage Foundation,
owners of the building itself,
at the city council meeting
Monday, Aug. 21.
Under the terms of the
agreement, the foundation
will receive 55 percent of
rental revenue generated and
the city will take 45 percent
to cover the costs of staff
time.
Tracy Davis, Keizer city
recorder and community
center manager, said city
staff will manage day-to-day
scheduling and room prep,
while the foundation’s cut
of the revenue will be used
to cover overhead expens-
es such as carpet cleaning
and maintaining the on-site
kitchen.
“We will handle the
schedule, pricing, tours, step-
up and cleaning and have
an on-site host when events
take place,” Davis said. “The
foundation will continue to
supply items like light bulbs,
toilet paper and maintain
things like the tables used in
the event room.”
To arrive at the cost need-
ed to cover staff time, Davis
said she compared usage of
a comparable room in the
Keizer Civic Center and
penciled out the staff time
consumed by that single
space.
“We want to be clear
that this is not a matter of
city staff needing more to
do, but we are trying to be
good partners with the com-
munity. We are only trying to
recover our costs,” Davis said.
The council approved the
contract with a 5-0 vote.
Councilor Laura Reid ab-
stained because she a mem-
ber of the foundation board
and Councilor Roland Her-
rera was absent. The con-
tract will be reviewed in six
months to determine if any
adjustments are needed.

After some discussion, the Keizer City
Council unanimously approved a contract
to make safety repairs at Carlson Skate Park
Monday, Aug. 21.
The city solicited bids from three compa-
nies for repair work including the “grinding,
smoothing and polishing” surface and transi-
tion areas. Only one, Dreamland Skateparks
LLC, returned a bid of $34,900.
Large cracks forming in parks are becoming
a safety hazard and city staff view the repair as
the only alternative to closing down the park.
However, a larger remodel or resurfacing proj-
ect may be coming down the pipeline in the
next two years and that gave Councilor Amy
Ryan pause.
“Aren’t we going to spend the money
twice?” Ryan asked.
City Manager Chris Eppley responded that
the repairs only bridge the gap between now
and a more permanent solution.
“The eventual real fi x is resurfacing. This
makes it safe between now and when we do
that,” he said. “This money will be paved over,
but otherwise we would be closing that park
down.”
While Public Works Director Bill Lawyer
was unable to attend the meeting, City At-
torney Shannon Johnson said the two spoke
before the meeting.
“There is a lot to look at in terms of long-
term fi xes and they want to investigate it fully,”
Johnson said.
A more permanent fi x might be two years
out.
The money to pay for the project will come
out of the city’s parks operations fund, but it
comes at the expense of a matching grant pro-
gram. The Keizer Parks Advisory Board sus-
pended a matching grant program for one year,
and added it to carryover from a prior project
to repair the park that fell through, to free up
approximately $25,000 for the needed work.
There is no date set for repairs to begin, but
the park will likely be closed while work is
completed.
