Citizens, KPD make water rescue
Two Keizer citizens are
being credited as life-savers
after assisting Keizer Police
Department and Keizer Fire
District with a water rescue
about 3:30 a.m. Friday, Aug.
11.
Keizer police received a
report from the 1000 block
of Rafael Avenue North that
someone could be heard
moaning and yelling south of
the address in the Willamette
River. A second caller from
the 1200 block of Rafael
confi rmed the incident and
reported they heard gurgling
as if someone had gone under
the water.
Offi cer Andrew McCowan
responded to the call and was
met by neighbors Dan Di-
etz and Bill George who of-
fered to take McCowan out
on George’s boat to look for
the subject. McCowan said
the victim was treading water
“but in a panic and very clear-
ly running out of energy and
drowning.”
McCowan tossed the man
a rope, and he and Dietz were
able to pull the man to safety.
The rescuers and victim met
medics at the Keizer Rapids
Park boat launch.
“This was a collaborative
effort by citizens, police and
medics. I believe Mr. Dietz
and Mr. George helped save a
life due to how quickly they
jumped into action to aid the
police, and subsequently (the
victim),” McCowan said.
The victim was identifi ed
as a 50-year-old man from
Independence. He told police
he fell into the water at the
Center Street Bridge in Salem
and estimated he had been in
the water for four hours be-
fore the rescue. He is believed
to have suffered broken ribs
from the fall.
Further investigation re-
vealed that the victim had in-
dicators of trauma and might
have been under the infl uence
of stimulants, said KPD Dep-
uty Chief Jeff Kuhns.
“He was slow to respond
to simple questions, had quick
and rapid movements, shivers,
and bruxism (grinding of the
teeth). He was fully clothed,
including socks. His speech
was incoherent and most of
what he said was irrelevant to
the situation. When respond-
ing to questions, he used
mostly one word answers, and
then went on a tangent about
something else,” Kuhns said.
The recorded temperatures
of the Willamette River in
Salem on Aug. 10-11 was be-
tween 68 and 71 degrees.

VICTIM BOUND , INJURED
A 75-year-old man was
sent to the hospital after a
home invasion robbery on
Bingtree Court Northeast on
Monday, Aug. 7.
Keizer police responded to
the report of a home being
broken into in the 6100 block
of Bingtree Court Northeast
about 12:30 a.m.
The victim reported that
the suspect had left him
bound in duct tape, zip ties
and shoelaces. A shirt was also
placed over the victim’s head
and he was struck by an un-
known object that may have
been a handgun.
Keizer Police Lt. Andrew
Copeland said police believe
the suspect knew the victim
and was seeking access to spe-
cifi c items inside the home.
“The public is not in dan-
ger,” Copeland said.
While the case is still un-
der investigations, Copeland
added the department is “de-
veloping some great leads.”
