minivan has since been located
by investigators.
Investigators have identifi ed
both men seen leaving the bar
with Martinez. One of them,
30-year old Jaime Alvarez-Oli-
vera, is a person of interest in
the disappearance.
Kuhns said police identifi ed
both men soon after Martinez
vanished and have talked with
one of the men, who is still co-
operating with police.
“We released very little be-
cause we thought it could hin-
der the investigation. By iden-
tifying a person of interest, we
believe it can give us the leads,
facts and information to move
this forward,” Kuhns said.
Alvarez-Olivera was last
thought to reside in the Wood-
burn area, however investi-
gators have not been able to
determine exactly where he
resided or with whom prior to
July 16. He was last known to
be employed locally as a laborer
who harvested berries. Identi-
fying his residence or individu-
als he lived or worked with, or
who may have known or asso-
ciated with him could be very
important to the ongoing in-
vestigation.
“He worked for a labor
fi rm and he would call in and
fi nd out where to report each
morning. His location and co-
workers could change from day
to day,” Kuhns said.
Anyone who believes they
may have information about
where Alvarez-Olivera lived,
whom he lived or associated
with, or whom he may have
worked with, or where he
might have gone is asked to
contact the Keizer Police De-
partment at 503-856-3529.
everyone involved, said Dawn
Hunter, child welfare program
manager for DHS.
“If we can get all the
information we need off
one interview, it’s better for
kids and better for families,”
Hunter said.
The idea for the program
sprouted from conversations
between Hunter and Det.
Chris Nelson, who are both
part of a multidisciplinary
team at Salem’s Liberty House.
Liberty House provides free
medical screening is cases of
suspected abuse and neglect.
Nelson told Hunter that
when he was working drug
investigations in years past,
the team had a dedicated case
manager they worked with
and the relationship was highly
benefi cial. They took the
idea back to their respective
agencies and Manriquez and
Roeder soon had new desks at
the Keizer police station.
“When it started we
didn’t know what to expect.
We weren’t sure if our case
managers would be just
checking in at the front desk
and then working somewhere
else, but KPD has been very
gracious,” Hunter said.
CPS case managers are often
the fi rst contact for children
and families when suspected
abuse is reported. Manriquez
and Roeder might work with
a family for an average of six
Cynthia Martinez
Alvarez-Olivera is believed
to have left the Marion County
area on Sunday, July 16, a short
time after Martinez was last
seen with him. He has not been
located and his whereabouts are
unknown. Kuhns said inves-
tigators are confi dent he is no
longer in Marion County, but
could not say whether he might
have left the country.
Alvarez-Olivera has prior
arrests stemming from illegal
harvesting in Lincoln and Ben-
ton counties.
Since the initial report, KPD
offi cers have devoted more than
1,000 investigative hours to the
case and are being assisted by
members of the Federal Bureau
of Investigation (FBI), the Or-
egon Department of Justice, the
Marion County District Attor-
ney’s Offi ce, and other local law
enforcement agencies in both
Marion and adjoining counties.
Martinez
is
Hispanic,
5-foot-3, with long black hair
and multiple tattoos. Two on
her chest read “Dominguez”
and “Trust No One.”

ment is asking anyone who

weeks before closing out a case
or making the decision as to
whether alternative housing or
long-term assistance is needed
for children.
The closer communication
between case managers and
detectives, as well as patrol
offi cers, has helped in some
expected ways and even more
unplanned ones.
Within the department,
case
managers
and
offi cers are learning how
each agency conducts
interviews and what they
are looking for when
contacting a person.
“We have greater
confi dence in each other’s
interviews because we’ve
done enough of them
together,” Roeder said.
There is also greater
infor mation-shar ing,
which can make a huge
difference in helping a child or
family in crisis. Having deeper
roots in the department means
Manriquez and Roeder can
put a face to an offi cer name
on a police report and seek out
additional information when
needed. When reports come
into one agency and the other
is familiar with the family
from past encounters, that
information is shared as well.
“We’ve also had situations
when KPD is executing a
search warrant and they expect
to fi nd kids in the home. We
can talk about what we’re
expecting before the search
warrant is served and go with
them to talk with parents on
the scene about options if
it turns out that we need to

benefi ts is the reception by the
larger community. Roeder
and Hunter both heard from
school administrators who are
relieved when a familiar face
shows up at the school once a
report is made.
“That wasn’t a benefi t that
was even on my radar when
we started this program,”
Hunter said.
Because
the
program paid such
rapid dividends, Hunter
said Marion County’s
36 CPS case managers
are now being assigned
geographically rather
than traversing the
county on a sometimes
hourly basis.

worked those kinds of shifts
when we’ve had a rough case,

“That is usually much easier

While the stereotype of

number of times when that’s
necessary is surprisingly low.
