Turner man arrested for giving teens weed, alcohol
A 22-year-old Turner man
was arrested shortly after mid-
night on Friday, April 21. He
allegedly supplied two Salem
teens with marijuana and al-
cohol while in Keizer.
A suspicious vehicle was
reported in the area of Tepper
Lane Northeast and Jaymar
Drive Northeast about 12:21
a.m. A 9-1-1 caller reported
seeing one of the occupants
exit the vehicle and jump a
fence into a neighbor’s yard.
Offi cers arrived and found
the 22-year-old along with
two passengers ages 16 and 17.
Further investigation revealed
all three had consumed alco-
hol and marijuana after park-
ing at the location. The person
who exited the car had re-
lieved themselves on the fence,
not jumped over it.
Guadalupe Cruz-Hernan-
dez admitted to offi cers he
had supplied the alcohol and
marijuana. He was arrested
and charged with two counts
of providing liquor to a person
under 21 and two counts of
delivery of marijuana. He also
had an outstanding warrant is-
sued by Mill City Municipal
Court.
The teens were released to
relatives at the scene.

SUSPICIOUS ACTIVITY REPORT
About 9 a.m. on Saturday,
April 22, Keizer police offi -
cers responded to a report of
suspicious activity in the area
of Shady Lane Northeast and
Brooks Avenue Northeast.
A 9-1-1 caller reported
there was a male subject who
was walking around the in-
tersection yelling, waving his
arms and looking into parked
vehicles. The suspect was de-
scribed as a male in his 30s,
carrying a green University of
Oregon backpack and wear-
ing a grey hoodie, grey sweats,
a camoufl age baseball hat and
not wearing shoes.
The subject was contacted
moments later by the respond-
ing offi cer and he was identi-
fi ed as 42-year old Joshua Can
Duncan, a transient with no
permanent address.
Further investigation re-
vealed Duncan’s presence in
the neighborhood violated a
restraining order and he was
taken into custody. While
searching the suspect, the re-
sponding offi cer found meth-
amphetamine.
Duncan was taken to Mar-
ion County Correctional Fa-
cility and he is charged with
violation of a restraining order
and possession of metham-
phetamine.
