OCTOBER 28, 2016, KEIZERTIMES, PAGE A7 police scanner Intervention leads to arrest for man in crisis A man armed with a short-barrel shotgun and hoping for “suicide by cop” was arrested by Keizer Police offi cers early Sunday, Oct. 23. Police responded to a do- mestic disturbance call about 4 a.m. in the 1900 block of Gable Court Northeast. The 9-1-1 operator told offi cers that she heard a man scream- ing at a female on an open line, and learned the man had a gun as the scene unfolded. Four offi cers responded to the home and encoun- tered a man with a short- barreled shotgun exiting the residence. Offi cer gave verbal commands to drop the weap- on and the man complied. He was taken into custo- dy without further incident and transported to Marion County Correctional Facil- ity where he was charged with unlawful possession of a short-barreled fi rearm, a Class B felony. The distraught man told investigating offi cers that personal troubles led to him contemplating suicide. He had taken up the weapon in hope of making himself a threat, but that he had to walk by his daughter in the family’s living room to leave the house. Walking by his child made him reconsider and he exited the house just as police were arriving on the scene. “This is one of those inci- dents that could have resulted in the offi cers justifi ably using deadly physical force against the subject had any of them felt they or their lives of oth- ers were in imminent danger of serious physical injury or death, but thankfully the sus- pect immediately complied with their verbal commands to drop the fi rearm and no force had to be used at all. This is the best outcome pos- sible,” said Deputy Chief Jeff Kuhns, of the Keizer Police Department. WOMAN RESISTS ARREST AFTER WANDERING INTO TRAFFIC About 8 a.m. Friday, Oct. 21, Keizer Deputy Police Chief Jeff Kuhns responded to a report of a female entering the Avamere Court at Keizer and wandering around the facility. The caller was con- cerned the woman was in- toxicated. As he arrived, Kuhns spot- ted the woman pacing outside the building and talking to herself. He suspected she was under the infl uence of drugs or alcohol and possibly expe- riencing a mental crisis. While waiting for a uni- formed offi cer to arrive, the woman walked across River Road North, against a traffi c signal, and into the north- bound lane of traffi c. Offi cer Dan Carroll arrived on the scene and tried to en- gage the woman in conversa- tion from the parking lot of Willamette Valley Bank. She continued a wandering path across the road and into the parking lot of Smoker Friend- ly where Kuhns said she ap- peared to try to gain entry into two vehicles. Kuhns and Carroll were able to detain the woman as she tried to walk behind the convenience store and she was taken into custody after a struggle. No injuries were re- ported. Kelsey Rose Zemp, 25, or Salem, was arrested and charged with disorderly con- duct.
