food vendors on a single site
will be classifi ed as a pod
and trigger other regulations.
Pods will need to have a cov-
ered dining area as well as re-
stroom facilities.
• Vendors will be free to
operate on any site zoned
for mixed commercial usage
provided they: do not impede
right-of-ways; are located
on improved lots with paved
surfaces; and have adequate
parking.
• No separation require-
ment between brick-mortar
restaurants and where mobile
food vendors can set down
stakes.
Councilor Bruce An-
derson questioned where a
vendor who sets up shop at
Whiteaker Middle School
during soccer season would
fall under the new plans.
Brown said the rules are
designed to continue allow-
ing vendors to operate under
90-day permit if they choose.
Vendors who set up during
special events at city parks
could also take advantage of
the 90-day permit and side-
step the pod requirements in
those instances.
In response to a question
from City Manager Chris
Eppley about how approriate
sites would be determined,
Brown said, “They won't
have free reign (to set up any-
where), we will have looked
at the location and approved
it for mobile food vendor
use.”
Mayor Cathy Clark ex-
pressed concern about waste
disposal, an issue discussed
at length during planning
commission meetings, but
the proposed rules stress that
vendors must comply with
all environmental regulations
– i.e. no dumping of waste
water or grease into storm
drains.
“It's a real problem, but it's
a problem with existing busi-
nesses. On the other hand,
people have to come to our
counter and there will be an
education opportunity,” said
Shannon Johnson, Keizer city
attorney.
Council members will vote
on the new ordinances cover-
ing mobile food vendors at a
future council meeting.
