Cops close book on mysterious death

A former Keizer man
was arrested on charges of
criminally negligent homicide
Thursday, July 8.
Andrew R. Modine, 35,
was arrested in Bend in
connection with the death of
his brother in September 2015.
Keizer Det. Ben Howden was
lead investigator in the case
and arrested Modine with the
assistance of the Bend Police
Department.
On Sept. 5, KPD offi cers
were summoned the 900 block
of Keizer’s Ventura Avenue
North around 8:30 p.m.
where they found Thomas
Modine laying in the roadway
unconcious
and
having
sustained serious injuries. He
died six days later.
At the time, police offi cers
determined a 1950 Chevrolet
pick-up was involved. A.

Show Saturday, July 16.
The show will run from 10

Barnyard Roundup VBS is scheduled from 8:45 a.m. to
noon at St. Edward Parish, 5303 River Rd. N, Keizer. All
children, age 4 (must have turned 4 by September 1, 2015)
through those completing fi fth grade, are invited to attend.
Registration fees are $20 per child or $50 per family. All
families registering will receive a free CD of the VBS music.

Blockbuster bids adieu
It was the last brick and mortar
video store in city limits and
they closed abruptly this week.
Blockbuster didn’t return a
phone call for comment.
Andrew Modine
Modine was interviewed in
regard to the incident, but no
charges were fi led at the time.
A subsequent investigation
determined T. Modine had
been riding as a passenger in
the truck while it was driven
by his brother.
“Both brothers were headed
to Thomas Modine’s residence
on Ventura Avenue,” said KPD
Deputy Chief Jeff Kuhns.
KPD Sgt. David LeDay,
a crash reconstructionist,
determined that T. Modine fell
from the pick-up as A. Modine
drove the vehicle north on
Shoreline Drive North and
made a left turn to travel west
on Ventura Avenue.

The Keizer Traffi c Safety, Bikeways and Pedestrian Committee
had its most recent meeting June 9. Here’s what was discussed:
• Keizer resident Rhonda
Rich appealed to the
committee seeking signage
or some sort of crosswalk
designation between the
dog park at Keizer Rapids
park and The Big Toy due to
increased pedestrian traffi c
traversing the Walsh Way,
which leads to the boat ramp.
• Committee member Pat
Fisher shared an email from
Nicole Carlson requesting
pedestrian safety audit on
River Road North. The
audit would help determine
critical areas for pedestrian
traffi c. Keizer Street Division
Manager Mike Griffi n said a
similar study is planned for
the 2017-18 fi scal year.
• Griffi n reported on
two projects on the horizon:
out of the passenger’s seat.
“There are no back
seats. There actually was not
even a true bed on this vehicle
as it had been modifi ed at
some point in time. It appears
he fell out the of the door
as the vehicle rounded the
corner,” Kuhns said.
A probable cause statement
alleges A. Modine was driving
under the infl uence of
intoxicants when the incident
occurred.
A. Modine was lodged at the
Marion County Correctional
Facility where he was charged
with one count of criminally
negligent homicide and one
count of driving under the
infl uence of intoxicants. He
was released after posting
$25,000 bail.

Celtic Way would require a
$2,500 warrant study before
further action. Installing a
crosswalk would cost about
$15,000 for fl ashers, one each
for east and westbound lanes,
and $1,200 for crosswalk
striping.

of retail development among
the 168 acres along the freeway.
Property owners had wanted
30 acres. Retail stores would be
confi ned to 11 acres. None of

50,000 square feet. Locking
out major “box” stores. A
major convention hotel would
have to go somewhere on the
168 acres.
