Budget increase on horizon for Salem-Keizer
A 2016-17 budget of
$673,421,688 for the Salem-
Keizer School District was
presented by Superintendent
Christy Perry to the budget
committee Tuesday, April 26.
That is slightly more
than the current budget of
$665,720,876. Broken down
by funds, it consists of:
• General, $462,649,299.
• Special revenue,
$82,384,733.
• Public Employees
Retirement System,
$46,172,870.
• Internal service,
$34,827,271.
• General obligation debt
service, $27,227,464.
• Capital projects,
$18,834,379.
• Enterprise, $995,342.
• Trust, $330,330.
The general fund comes
mostly from state funding.
The rest comes from local
revenues such as tax offsets,
property taxes for school
revenues but not including
voter-approved
general
obligation bonds, common
school funds, county school
funds, and federal forest and
state timber revenues.
Special revenue funds
are food services, asset
replacement,
fee-based
programs, grants and the
energy conservation funds.
Internal service funds are
charges to other district funds
for the services they provide.
Debt service funds are for
general obligation bonds
and PERS bonds. Capital
project funds are for projects
served by bond issues and
for deferred maintenance
and special capital projects.
Enterprise funds are for
charges for transportation,
central stores, document
copies and facilities. Trust
funds are a scholarship fund
and a memorial fund.
The proposed budget,
Perry said, refl ects the vision
of the district, which she said
is: “All students graduate and
are prepared for a successful
life.”
She said the district, to
achieve this, has the strategic
plan of improving student
achievement and “maintaining
an effective organization to
support student achievement.”
Christy
added
that
the school system is still
working on the 2016-17
strategic plan. The current
plan for improving student
achievement is:
• Providing coherent K-12
instructional framework,
• Continuing systemic use
of data on differentiated in-
struction, planned interven-
tions and supports for all stu-
dents.
• Continuing the K-12 lit-
eracy model across all content
areas.
• Beginning implementa-
tion of an elementary literacy
adoption.
• Continuing to imple-
ment strategies for eliminat-
ing achievement gaps
• Creating a framework for
a behavior support system for
elementary schools.
• Researching and de-
veloping strategies for using
technology to improve teach-
obituaries
ing and learning.
The current plan for sup-
porting student achievement
is:
• Continuing to improve
evaluation processes.
• Developing and imple-
menting a professional devel-
opment plan.
• Enhancing strategies to
recruit high-quality staff.
• Developing a plan to im-
prove retention rates of staff.
• Developing plans for fa-
cilities.
The budget committee,
which consists of all School
Board members and seven
members from the district
at large, will meet again at 7
p.m. May 10 for a question-
and-answer session. May 16,
17, 18 and 19 are set aside
for 6 p.m. public hearings,
although that period may be
cut short if the committee
acts early to approve a budget
for submission to the board.
The board will take public
testimony and take fi nal
action on the budget Tuesday,
June 14.
S-K kindergarten info meetings May 10
All Keizer elementary
schools are hosting an infor-
mational meeting about all-
day kindergarten in May.
Meetings will be held Tues-
day, May 10, at each school,
from 6 to 7 p.m.
Clear Lake Elementary
School’s meeting is slated
from 5:30 to 6:30 p.m. RS-
VPs are requested and can be
made by calling the main of-
fi ce where the child will be
attending.
Presentations include what
a typical day is like, what par-
ents can do during summer to
help their child be ready for
kindergarten and a tour the
school.
