City updates traffi c counts
for fi rst time since 2006
By CRAIG MURPHY
Of the Keizertimes
It had been a while since the
city of Keizer had done traffi c
counts on some of the main ar-
terials.
How long?
Let’s put it this way: the last
time counts were done, Keizer
Station wasn’t open.
Bill Lawyer, Public Works
director for Keizer, said that’s
why the black hoses were seen
throughout town last week.
“The last citywide counts
were done in April 2006 and
are a bit outdated,” Lawyer said
last week.
Main roads in town like
Chemawa and River Roads,
Lockhaven Drive and Verda
Lane had the hoses throughout
last week.
“It’s done on all of the ar-
terials, but not too many of
the collectors,” Lawyer said in
reference to less traveled roads.
“The only change to the cov-
erage map from last time is the
addition of Keizer Station.”
Lawyer said such counts are
not required by any govern-
ment agency or regulation, but
city offi cials regularly get re-
quests for counts by businesses
looking to possibly locate in
Keizer, either at an existing
location or a new location in
Keizer Station.
“We had thought about do-
ing them again around 2010
and 2011,” Lawyer said about
discussions he had at the time
with city manager Chris Ep-
pley. “We decided that with the
recession, we probably weren’t
going to be getting as accurate
a count as we should. So we de-
cided to wait.”
The wait was fi nally over last
year when Lawyer worked the
updates into his budget for this
fi scal year.
“It was just a matter of tim-
ing it into the budget,” Lawyer
said. “I wanted the counts to
be done in April, since the last
ones were done in April. These
counts will include Keizer Sta-
tion. The last ones were done
before there was Keizer Station.
It wasn’t done at the time. Now
it’s virtually built out. Now we
will have a baseline count for

Keizer Station.”
Lawyer said the numbers
will be compiled and uploaded
onto the city’s website so devel-
opers and anyone else can easily
access them. At the same time,
city staff can also use the num-
bers with an eye to future work.
“We will evaluate the num-
bers once we get them,” Law-
yer said. “Let’s say we see a large
increase on a minor arterial
like Chemawa Road. If we see
a major increase in traffi c, that
might indicate we need to mark
it as a major arterial like River
Road is. It gives us the data to
back up designations like that.”
