“That experience helped
me get to know the nuts
and bolts of our city and its
development,” Anderson said.
The father of four –
ranging from a sixth grader
to a senior at McNary High
School – has also volunteered
his time as a board of director
for the Salem Area Chamber
of Commerce, as a director
of
SEDCOR
(Strategic
Economic
Development
Corporation) and as a member
of the Rotary Club of Salem,
among other things.
“Most of my career has
been spent with the Oregon
Legislature,” Anderson said.
“That will allow me to
immediately get up to speed
here. Being at NW Natural
has helped me be at key Keizer
events. My service on various
boards will be a great resource
for the council.”
Anderson, who noted he
is friends with Smith and has
been asked at various times to
run for council, referred to the
city motto of pride, spirit and
volunteerism when talking
about why he stepped up now.
“The community is all
about pitching in and getting
things done,” Anderson said.
“For me, that's a great example.
There are some issues facing
the council that will dovetail
well with my experience. We
impact the lives of residents
with the decisions we make, so
we need to proceed carefully.
I have a desire to serve the
community. How our tax
dollars are used is key.”

may be times he disagrees
with fellow councilors, but
he prides himself on working
towards fi nding common
ground.
After Anderson gave his
presentation, city attorney
Shannon
Johnson
had
councilors vote. All voted for
Anderson.
The process was far different
than the last time there was a
council vacancy, in 2013. In
that case, seven people applied
for the seat vacated by Ken
LeDuc. Kim Freeman was
chosen while one of the other
candidates, Roland Herrera,
won his election in the fall of
2014 to join the council.
“The last one was a lot
more complicated,” Johnson
said.
Anderson will be sworn in
at the start of the next council
meeting on April 18.
“The citizens of Keizer are
very fortunate to have you
represent them,” councilor
Amy Ryan told Anderson.
Councilor Marlene Parsons
was among the others wishing
Anderson well.
“Bruce, welcome. I look
forward to working with you,”
Parsons said.
Due in part to seven
applicants last time, councilors
set aside an hour Monday to
hear from candidates. Since
there was just one, the special
session was done in less than
20 minutes.
One
of
the
issues
confronting the council in the
new future is land use. That
suits Anderson just fi ne.
“I'm a geek when it comes
to land use,” Anderson said
afterwards. “There are a lot of
complicated issues out there
to tackle.”
(Alverson) confronted the
employee, then walked into
the lobby area and sat down.
We were called, since it was
a bizarre encounter. We
talked to him to see what he
was doing there. We saw he
was suffering some kind of
mental illness. He was talking
irrationally and talked about
conspiracies. He didn't have
any business with the city, so
we told him he had to leave.”
Copeland said by this
point Alverson was shouting
and causing a disturbance for
those entering city hall.
“On the way out, he
mentioned he had a plan and
was going to carry it out,”
Copeland said.
Shortly after 9 a.m.,
Alverson was spotted once
again by people at city hall.
This time, however, he wasn't
in city hall.
“He was observed across
the street on Chemawa, just
behavior. Then he ended up
coming back, which brings
up a concern for us. He
would have been arrested
immediately for trespassing
if he was back on city hall
property. He knew that,
which is why he was across
the street.”
Copeland said Alverson
formerly owned several
businesses, including the
Quiznos in Keizer, before
the onset of mental health
problems.
Last Friday wasn't the fi rst
time last week Alverson had
contact with authorities due
to erratic behavior. Copeland
said Alverson was acting
strangely in the parking lot of
the Spirit Mountain Casino
in Grande Ronde March 30,

police.
“According
to
their
report, (Alverson) started
making stabbing motions
and practiced karate moves
in the parking lot,” Copeland
said. “He was asked to leave
there and he did.”

said. “Based on his erratic
behavior, the ammunition,
the threat of having a plan, it
rose to a new level. Plus now
he's staring at city employees
while pacing back and forth.”

charges, with the restraining
order violation since he
was not allowed to have
ammunition, according to
Copeland.
“We knew there was
something
irrational,”
Copeland
said. “Before
he came back, we put
out information for city
employees to look out for
this guy. This was not normal
