Multiple reports Day care standards amended
at council meeting

The last Keizer City Council
meeting was report time.
No fewer than three groups
– West Keizer Neighborhood
Association, Greater Gubser
Neighborhood
Association
and Keizer Community Emer-
gency Response Team (CERT)
– all gave reports at the Feb. 16
council meeting.
New WKNA president Gary
Blake and vice president Rhon-
da Rich shared duties with their
report. Rich had been president
for 10 years, but declined an
opportunity to continue in that
role in January. The neighbor-
hood association serves 3,200
households in West Keizer.
“The service you provide is
immense,” councilor Roland
Herrera said. “If anyone wants
to start one, you are defi nitely
the model.”
Mayor Cathy Clark noted
she had talked with a person
interested in restarting a neigh-
borhood association in south-
east Keizer.
Mark Caillier, president of
the GGNA, handled his report
by himself. Most of his report
focused on the GGNA’s annual
Miracle of Christmas holiday
fundraiser.
“One record was set: they
handed out 37,000 candy
canes,” Caillier said. “We don’t
know exactly how many people
go through each year, but that’s
a good way to measure. It took
people up to three hours to get
through on busy nights like
Christmas Eve and the week-
ends. We had lines almost out to
Keizer Station.”
Among other things, the
reigning Keizer First Citizen is
in charge of the annual cleanup
at Keizer Community Center.
This year’s fi fth annual cleanup
takes place Saturday, March 12
from 9 a.m. to noon.
“We need about 100 volun-
teers,” Caillier said. “There is a
lot of trimming to do this year.”
Jerry Wade and Paul Pfi nister
gave the CERT report.
“We’re having greater coop-
eration with Marion County
Emergency Management and
eight other CERT groups in
the county, training with those
folks,” Wade said.
Pfi nister said giving up time
is fi ne for CERT members.
“We’re happy to give it back
to Keizer because this is our
home,” he said.
Spring CERT classes start
March 10 and run three hours
a night for seven straight Thurs-
day nights at the Keizer Fire
District training room.
In other business Feb. 16:
• On the surface, it appeared
the city was getting a new city
engineer. After all, AKS Engi-
neering and Forestry was se-
lected. Previously, Bill Peterson
with Peterson Engineering had
held the role since 1985.
As it turns out, there was
no change. AKS Engineering
bought Peterson Engineering
in late 2014.
“Bill Peterson is staying on
as the city engineer,” Public
Works director Bill Lawyer said.
“Bill is now an employee of
AKS Engineering and Forestry
but is designated by them as the
primary staff person for all city
engineering needs.”
• A list of annual liquor li-
cense renewals was approved
unanimously by councilors
without comment. The list was
forwarded to the Oregon Li-
quor Control Commission.

It was a big chunk of the
council packet.
But it amounted to a minor
text amendment that was ap-
proved with hardly any discus-
sion at the Feb. 16 Keizer City
Council meeting.
Councilors unanimously ap-
proved text amendments related
to revised day care standards
5-0, with Kim Freeman and
Dennis Koho absent.
“Though it looks like a lot,
this is really a minor adjustment
in our development code,”
said Nate Brown, director of
Community Development for
Keizer. “State requirements
have changed what they’ll allow
for home-based day care. This
happened at the state law level
some time ago. We are bringing
it up because we’re aware there
were several day care providers
with up to 16 children, though
city code limits it to 12.”
According to the staff re-
port, there were 11 sections of
the city code impacted. The
changes increase the maximum
number of children at a day care
facility from 12 to 16.
“This is the result of changes
in state requirements govern-
ing day care facilities which
allowed for an increase in the
number of children in day care
facilities,” the staff report read
in part. “The intent is to make
the city’s standards consistent
with state regulations. Each of
the four sections also increase
the threshold for a conditional
use permit. No additional revi-
sions of standards are proposed
as there are adequate existing
state requirements that regulate
this type of use.”
Brown said impacts would
be limited.
“There are no issues with
misuse or indications going
from 12 to 16 would create any
undue impacts,” Brown said.
“This was taken to the Plan-
ning Commission to change
the terminology and to change
the number from 12 to 16 to
make it consistent with state
law. The Planning Commission
voted unanimously to support
the proposed text amendments.”
The only discussion was a
question from councilor Amy
Ryan about a couple of refer-
ences to 17 or more being al-
lowed. Brown said a commer-
cial day care could have more
than 16 children with a condi-
tional use permit.
