The big push, however, is
for the next step.
“Phase 2 addresses voids
in the system,” Krebs said.
“Salem-Keizer has no week-
end service, so we’re propos-
ing to operate the system on
Saturday, a little less frequent
service. Then the Sunday
schedule would be a skel-
eton schedule. There will also
be more weeknight service.
Currently the last bus leaves
downtown at 9 p.m. We want
to extend that to 11 p.m. so
that if a business closes at 9,
workers can still get home.
This will open up peoples’
lifestyles.”
The transit district used to
get state funding for student
bus passes.
“We lost 900,000 annual
rides when that funding went
away,” Krebs said. “There are
a lot of afterschool activities
for students. This proposal
would give a bus pass to all
students in middle school and
high school, as well as home
schooled students.”
If the ballot measure passes,
taxes would be collected start-
ing in January 2017. Reserves

Krebs said the transit dis-
trict serves an area of about
390,000 people.
“When we reach 400,000
people in the district, then
cities and counties would
have to pay,” Krebs said of the
somewhat complicated state
funding model for transit dis-
tricts. “Keizer, Salem, Marion
County and Polk County
don’t have to pay right now.”
Krebs said there are several
checks in place for raising the
tax in the future.
“It is tied to cost of living
adjustment increases,” he said.
“We have to also show what
we’re using the increase for
and we also have to have pub-
lic hearings. We’d be limited to
a .02 percent increase a year.
We wouldn’t be able to raise
it until 2018. But we don’t see
it being raised for four to fi ve
years.”
