Labor Day weekend is
fast approaching and with it
comes end-of-summer parties.
These gatherings bring family
and friends together, which
also means some travel time.
Unfortunately, despite laws
and millions of dollars spent
on education, the problem of
impaired driving and unre-
strained occupants still exist.
This has contributed to La-
bor Day weekend being one
of the deadliest weekends to
travel.
The Keizer Police Depart-
ment will have extra patrols,
which started Monday and
run through the Labor Day
weekend. Their primary focus
will be looking for impaired
drivers. In addition, offi cers
will also be concentrating on
vehicles with unrestrained oc-
cupants, drivers who are using
mobile communication de-
vices and speeders.
Another dangerous driving
habit not talked about as often
as the DUII or the non-seat-
belted occupant is the fatigued
driver.
According to an article
in U.S. News & World Report,
some research has shown, “…
that volunteers who hadn’t
slept for nearly 20 hours had
response speeds that were 50
percent lower than well-rested
folks on some cognitive tests;
their performance was on par
with those who had a blood-
alcohol content of 0.05 per-
cent, which is approaching the
legal limit.”
Here are some signs from
the National Sleep Founda-
tion that would suggest a
driver needs to stop and rest:
• Diffi culty focusing, fre-
quent blinking, or heavy eye-
lids
• Daydreaming; wander-
ing/disconnected thoughts
• Trouble remembering the
last few miles driven; missing
exits or traffi c signs
• Yawning repeatedly or
rubbing your eyes
• Trouble keeping your
head up
• Drifting from your lane,
tailgating, or hitting a shoulder
rumble strip
• Feeling restless and irri-
table
The Keizer Police Depart-

Wheatland Ferry
operator arrested
On Aug. 18, Kaci Lynn
Clark of Independence, 28,
was issued a criminal citation
for the crime of Theft II.
The investigation that be-
gan on July 28 was kicked off
after staff began noticing dis-
crepancies in the deposits of
ferry monies received from
the usage of the Wheatland
Ferry.
After discovering the dis-
crepancies Clark was placed
on administrative leave and
public
hearings
The Keizer City Council
will hold a public hearing on
Tuesday, Sept. 8 for vacation
of a portion of the north-
erly right-of-way at Manbrin
Drive NE near the intersec-
tion with Cherry Avenue NE.
The meeting starts at 7 p.m.
in council chambers at Keizer
Civic Center, at 930 Chema-
wa Road NE.
detectives with the Marion
County Sheriff ’s Offi ce were
called in to investigate. Detec-
tives believe Clark was col-
lecting the fee, not recording
the vehicle and pocketing the
money.
The investigation into the
case is still ongoing and ad-
ditional theft charges may be

Donna Jeanette Fink, 68,
was born in Portland on Sept.
14, 1946.
She lived in Florida and
Utah as a child but most of
her life was spent in Oregon.
In 1995, she moved to Keizer
with her parents and lived the
last eight years with her sister.
She attended Happy Hol-
low Children’s School in St.
John’s and worked at Good-
will Industries for more than
20 years. In retirement she
volunteered for many years at
Gubser Elementary.
