Council amends marijuana permit process
By CRAIG MURPHY
Of the Keizertimes
A relatively simple question
split the Keizer City Council
on Monday.
The fi rst question didn’t
cause the issue: should a per-
mit for a medical marijuana
facility in Keizer expire each
June 30 – regardless of when it
was issued – as the ordinance
approved last year reads, or
should the permit be good for
a year from the time it was is-
sued? Councilors voted unan-
imously to change and have
permits be good for a year.
The second question, how-
ever, was divisive: should the
city grant a refund for some-
one who got less than a year’s
worth out of a current per-
mit issued under the original
timeline?
By a 4-3 vote, councilors
went with issuing the refund.
Mayor Cathy Clark joined
councilors Amy Ripp, Roland
Herrera and Dennis Koho in
voting for the refund. Coun-
cilors Kim Freeman, Brandon
Smith and Marlene Parsons
voted against.
Ben Robison, owner of
Alpha Alternative Solutions
at 3700 River Road North, was known in December the

Smith wasn’t sympathetic
Mayor Clark admitted the
to Robison’s cause, noting it city was “charting new terri-
tory” with the current process.
“I would question if any-
one has a reason why we
shouldn’t switch to the permit
running for one year,” Smith
said. “Is there a reason not to
do that?”
Koho made a motion, sec-
onded by Smith, to make the
change.
Then came Koho’s motion
to refund the $926.10, with a
second by Ripp.
“I will be consistent with
past votes,” Smith said. “It’s
subject to the rules in the
books at the time. That’s
where I’ll be voting this time.”
Freeman again sided with
Smith.
“It is on the application,”
she said. “When he signed
up he was aware. I would not
support that refund.”
Ripp had an opposing view.
“I
understand
those
thoughts,” Ripp said. “But he’s
now paid for the next year.
He’s now overpaid, in my eyes.
In fairness to the business, it’s
fair to give it back.”
Thus the 4-3 vote, with
Smith expressing further dis-
satisfaction with the action
later in the meeting.
