SKSB sets budget priorities

A 2015-16 budget proposal for
$665,720,876 was recommended by the
budget committee of the Salem-Keizer
School District earlier this month.
The total budget fi gure exceeds
by more than $11.5 million the total
amount district staff proposed before the
committee fi rst met. The change results
from additional state funds that became
available after Superintendent Christy
Perry announced the fi gures originally
proposed.
“Since I delivered my proposed bud-
get,” Perry told the committee May 18,
“the revenue forecast for the state of
Oregon indicates an additional $105
million for the state school fund. In ad-
dition, the redirection of the corporate
kicker is expected to yield another $60
million (projected).”
May 18 and 19 were the two days of
public hearings by the committee. No
one spoke from the sparse audience
May 18, but two people in the audi-
ence praised the committee May 19 for
budgeting full-day kindergarten. Nancy
MacMorris-Adix, a School Board mem-
ber and ex offi cio committee member,
then read a letter from Lisa Harnish, ex-
ecutive director of Early Learning Hub,
expressing her support of the change.
The budget is scheduled to become
offi cial June 9, the day of the board’s
next regular meeting.
The committee also recommended,
for June 9 board approval, a general
fund levy of $72,118,902 and a gen-
eral obligation bond debt service fund
of $33,990,211, for a total property tax
levy of $106,109,113, or $902 for a
$200,000 home.
For the Salem-Keizer district, the
May adjustment totals $11,485,474. The
district staff expects that fi gure to be al-
located in the second year of the bienni-
um (2016-17). However, Perry proposed
lowering the 2015-16 contingency fund
to about 3 percent from the current 4
percent to add:
• $1,000,000 to address the replace-
ment cycle for 15,000 computers.
• $943,786 to add up to a full-time
equivalent of 12 teachers to ease high
school class sizes.
• $865,138 to address middle school
class sizes.
• $393,245 to reduce class sizes in
self-contained special education class-
rooms.
• $188,067 for after-school sports in
the middle schools.
• $231,922 for an FTE of two ad-
ditional assistant principals for four el-
ementary schools.
• $453,105 for additional custodians.
• $159,953 for a fi eld coordinator and
a mechanic for transportation.
• $266,468 for an FTE of two more
assistant principals for West Salem and
Sprague high schools.
The total for the above is $4,501,664.
The proposed breakdown of the rough-
ly $11.5 million is:
• $4 million for technology infrastruc-
ture needs such as telephones, switched
networks, servers and network access for
all portable classrooms.
• $3.225 million to address renovation
issues for programs and support facilities.
• $3 million in transfer funds to the
debt service fund for Public Employees
Retirement System increases.
• $1 million to upgrade mathematics
materials for grades K through 12.
• $130,237 for musical instruments
and materials.
• $130,237 for high school sports
equipment.
