S., SAY POLICE JUDGES San Franciaco Courts Will Try Character-Building Meas ures in Minor Cases Upon the thesis that a thrifty man is a better citizen and “ that many of our economic ilia and much of our present day social unrest are due di rectly to thriftlessneas," Police and Superior Judges of San Francisco are planning to give persons convicted of minor infractions of the law an alter native of investment in Government securities, such as War Savings Stamps and Treasury Savings Certifi cates instead of fining them. Judge T. I.
