Governor John V. Calkins of tbo
Han Francisco Federal Reserve Bank
has written a letter to all banka and
trust companies In the Twelfth Fed­
eral Reserve District urging them to
promote, wherever possible, the sale
of War Saving» Stamps and Treasury
Savings Certificates for Christmas
presents this year.
The Increased demand for these
Government securities, the Treasury
Havings Certificates being similar to
War Savings Stamps In denominations
of «100 and «1000, Is apparent from
the fact that the Federal Reserve
Bank supplied «60,200 worth of
Treasury Savings Certificates to eigh­
teen banks in the district on Novem­
ber 20, which la the largest amount
sold In one day since the close of in*
war. On tbe face of the demand of
these eighteen banks and tbe In­
creased call for the securities from
all postoffices throughout tbe Twelfth
Federal Reserve District, U would
seem that the Government's holiday
slogan, "Give a War Savings Stamp
or a Treasury Savings Certificate for
Christmas," is being followed out,
and the Government Is hoping that by
giving War Savings Stamps and
Treasury Savings Certificates for
Christmas gifts the district will close­
ly approximate Its War Savings quota
for the year.
A portion of Governor Calkins’ let­
ter follows:
"The Christmas holidays are al­
most upon us. Everything points to
a tremendous outlay of money in the
purchase of holiday gifts, tbe greater
portion of which I think I am safe in
saying will be luxuries. The present
situation demands not that more
menc be spent in the purchase of
luxuries, but that we curtail as much
as possible, with the consequent bene­
ficial contraction of credit.
"Therefore, I appeal to you as a
fellow banker to do everything within
your power to stimulate the purchase
old giving of War Savings Stamps
ind Treasury SavingB Certificates as
Christmas presents in place of the us­
ual needless and expensive gifts. It
jeems to me that the responsibility of
-eading men's minds along the ways
of thrift and simple living rests to a
great extent upon the bankers of the
country and in asking you to push
the sales'of Treasury securitiss during
the Christmas holidays. I am asking
you only to fake advantage of an op­
portunity to meet this responsibility."
In addition. Christmas posters car­
rying an appeal to give War Savings
Stamps and Treasury Savings Certifi­
cates for Christmas presents will be
distributed throughout the Twelfth
Federal Reserve District, and all
banks have been asked to include a
similar appeal in their advertising.

One of the reasons the striking
shipyard workers in seven plants
around San Francisco bay have been
able to bold out for their demand of
eight cents an hour increase is that
collectively they own more than «7,-
000.000 worth of Liberty Bonds and
about «200,000 in War Savings
Stamps, “ Tbe Liberty Bond and War
Savings Stamps holdings of our men
have certainly stood us in good
stead," said Frank Miller, secretary
of the San Francisco Iron Trades
Council. "When we win our demand
I am going to recommend that the
men save that eight cent an hour in­
crease and invest it weekly with the
Government in War Savings Stamps.
They provide an ideal way for the
workingman to save."
C. A. Farnsworth, associate direc­
tor of the War I.oan Organisation tor
the Twelfth Federal Reserve District,
said: "Secretary Miller’s figures on
the Liberty Bond holdings and their
investment in War Savings are con­
servative and there is no doubt that
they have aided greatly in enabling
the men to support themselves while
on strike. The men can borrow the
face value of their Liberty Bonds
without sacrificing the bonds and
they can cash in their War Savings
Stamps."
