THOSE BONUSES CITY COUNCIL HAS PASSED A NEW ORDINANCE WILL BRING IN A PART OF GENERAL ROAD LEVY The city council a t th e ir special m eeting la st Thursday night pasted an ordinance declaring th e incorporate lim its of Stayton a se p a ra te road dis tric t. Mayor Beauchamp, in a clear and concise sta te m e n t showed th a t th e action was necessary if S tayton was to receiva any o f the road tax this year. He said, “ The County Ju d g e positively refuses to let S tayton have a cent of the 4 mills general road levy fo r the use of th e ir bridges and s tre e ts unless some action is taken sim ilar to every oth er town th e size of S tayton in M ar ion Co., which g ets a p a rt o f th e ir road tax. He fu rth e r sta te d t h a t ’ Ju d e Bushey would set aside this ts x if an ordinance was passed declaring Stayton to be a road d istrict, and th a t in his ju d g m en t this was necessary as the bridge a t the laundry wot’ld have to be reb u ilt this sum m er and th a t th ere was not a cen t otherw ise avail able. This bridge will coat from 500 to 700 dollars, and S tav to n ’s p a rt of the general 4 mill road levy will bring in about $1400. Questions from th e councilmen, who were all present brought out the fa c t th a t it was not known w hether this wculd affect th e special road levy, but an interview w ith the county court the next day disclosed the fac t th a t as the special levy was prepared under a bud g et, the sam e would go according t > the budget which will all be spent o u t side th e incorporate lim its of the city. R eports have been circulated in v ar - ous ways concerning th is move, cer su ing the m ayor and council fo r the aetion taken, but it was simply a cold business proposition, th a t Stayton would have to have some road money this y ear and could not g et it o th e r wise. It is estim ated by Mr. K eech, who has been deputy assessor for th ree years, ar.d one of th e road com m ittee for a p a rt of th e tim e, th a t over $13000 in road ta x es has been t aid by the city of S tayton and not over -:2000 o f th a t am ount has been sp en t cn th e mam stre e ts of th e town, the balance going to help build up the excellent roads in the outs de p a rt of road d istric t 32. "S u re ly ” said Mr. K eech, ‘‘no one can object to S tay to n obtaining a p a rt of its own road money when so much help has been given to th e o u tsid e.” Be sides this am ount in tax es, over $10C0 has been subscribed by th e citizens of S tavton to the roads leading to the i city. T here has lo e n some criticism of C hristm as bonuses, on th e ground th a t th e money ought to be paid to em- ploes as duly earned w ages ra th e r than as a g ift.
