It carries with it a voluminous appendix, g ivin g the text o f naval instructions issued in 1862 and a summary and table showing hundreds o f vessels detained by British authorities since the beginning o f the present war. C .— Representative Claude Kitchen, Democratic leader of the house, told President Wilson Wednesday, after a long conference with him, that he could not support the administration’s program for Na­ tional defense and that he would op­ pose the program in a personal capa­ city only and not as a m ajority leader. Mr. Kitchen was with the President more than an hour, during which Mr. Wilson outlined to him the army and navy plans for the next seesion o f con­ gress and for the next five years, and sought to influence the m ajority leader to be in harmony with them. “ A ll 1 can say,” said Representa­ tive Kitchen, as he le ft the White House, “ is that I very much regret that 1 cannot support the President’s National defense program. The market at the moment is quiet, but the prospects fo r the future could hardly be brighter. The smallness of the Eastern crop, which is shown by official returns, ia the cause o f the un­ derlying strength o f values and leads growers to believe that the beat prices in recent years w ill be realized before the season is over. The governm ent’s estim ate on the acreage, yield and production o f onions this year gives this season’s acreage in Ohio as a little over one-third of that o f 1914 with a yield o f one-fourth per acre compared with the previous year. The total Ohio production this year is estimated about 383,000 bush­ els, compared with over 8.600,000 bushels in 1914. According to the re­ port, all other Middle Western and Eastern onion producing states have greatly decreased productions, partic­ ularly Indiana, which has about one- fifth. Massachusetts, N ew York and Michigan outputs run from one-half to three-fourths o f last year. S i* o f the seven Western and Pa­ cific Coast onion states have an in­ crease.
