eers. in which he discusses river and
h a rb o r Im provem ents in the North­
west. that in his opinion th e Celilo
canal and the Colu m bia river Je tty
must be com pleted b efo re th e o th er
la rg e and Im portant im provem en ts
a r e u n d ertak en on a la rg e scale.
Moreover, he consid ers th e se pro je cts
o f such value as to ju s tif y Congress
In m ak in g such appropriations as will
en a ble the G overnm ent to com plete
th e s e w orks in th e near future. T h e
re p o rt, from a practical standpoint,
- is one that will be satisfy ing to the
people of the en tire Northwest, and
th e plan only needs Congressional
sanction to carry it to completion.
T h is report will form th e b asis for
th e river and h arb or bill to be passed
a t the coming session.
