W AR P L O T . Canadians Say Japanese Laborers Will Progressive Party Would Demand In Soon Leave United States. j demnity and Apology. O ttaw a, Ont., June 6.— A r e p o rt' received at the departm ent of trade and com m erce from Alexander Mc Lean, C anada’s agent to Japan, gives a press opinion that within a short time the United States will have more difficulty in obtaining labor from J a pan than it has now in keeping J a p anese laborers out. T here is a grow ing demand for Japanese laborers from alm ost all the countries of South America and from Hawaii, which promises, with the de mand for men for the developm ent of Corea and M anchuria, to absorb the whole of Japan's supply of laborers. W ithin the last few m onths the emi g rant com panies who deal with J a p anese labor as an export com m odity have filled contracts in Mexico for 16,000 laborers. P R E S ID E N T U N D E C ID E D . Lawyers U rge Prosecution o f H a rri* man, but Commission is Divided. W ashington, J u n e 5— Some definite conclusion is to he reached du rin g the coming week in re g a rd to th e course to t>e ta k e n by the Government in the disposition of the case developed by the I n te r s ta te Commerce Commiasion investigation into th e lia r r im a n ra il road mergers. An im p o rta n t confer ence is to be held to consider the ques tion a t the W hite House in the week, which will be a tte n d e d by the P re si dent, th e members of the I n te r s ta te Commerce Commission, Messrs. Kellogg and .Severance, special counsel for the Commission, and A ttorney-General Bonaparte. A t present Mr. Roosevelt is unde cided about w hat shall he done. He has received advice from some sources urging th a t Mr. H arrim an be prose cuted, while other officials of the Gov ernment have ta k e n the position th a t such a prosecution could not be suc cessfully carried out. So f a r the P re si dent has not given any indication as to how he regards th e ease. I t is believed he is not In fa v o r of going any f u r th e r with th e crusade a g a in st Mr. Harri- man. The members of th e I n te r s ta te Com merce Commission are also divided on the question of going a f t e r Mr. H a r r i man for alleged violations of the a n ti trust law. C hairm an K n a p p is known to consider the case as developed against Mr. H a rrim a n of such a c h a r acter th a t it would be a m a tte r of great u nc e rta inty as to w hether a conviction could be had. These views are believed to be shared by a t least two other members of the Commission, though they have refused to sta te th e ir opinions. I Investigating Japanese Riots.
