Crews scope out the structure and try to
determine whether the fire started outside
and is moving in or vice-versa, then pull
hose lines to where they can reach the blaze.
The event, which saw dozens of firefight-
ers participate, was the grand finale of train-
ing for four new recruits who will soon work
shifts for the department.
By the end of December, Redmond Fire
& Rescue will add nine new firefighters to
their team as they try to keep up with with
Redmond’s dramatic population growth.
To meet the national standard, they will still
have to hire 30 more firefighters over the
next five to six years.
Additionally, Mooney emphasized being
mindful of fire around the holidays — one
of the most common times for structure
fires. He said to follow instructions when
deep-frying turkeys for Thanksgiving and to
water Christmas trees every day.

ing workforce and affordable housing
definitions and requiring deed restric-
tions, changing requirements for at-
tached garages and ADUs, modifying
landscaping standards and creating a
neighborhood meeting requirement
for large-scale development proposals.
Additionally, the planning commis-
sion amended the comprehensive plan
to include Redmond’s proposed waste-
water facility.
“The planning commission recom-
mends that city council moves forward
with the amendments as stated,” said
Ron Osmundson, vice-chair of the
planning commission.

Despite the unanimous approval
and support from builders, however,
there was some confusion and appre-
hension surrounding the requirements
for when a traffic impact analysis is
triggered.
“Traffic and mobility is the city’s
largest infrastructure problem,” noted
Roberts during the meeting. “It’s also
the most complicated piece of our land
use reviews.”
Multiple participants, including
Hayden Homes, expressed concern
that extra requirements for a traffic
impact analysis would delay city ap-
proval times amid a housing shortage
in Central Oregon.
“We encourage city staff and com-
missioners to consult with transpor-
tation professionals regarding these
modifications…,” wrote Megan Norris,
forward planning manager for Hayden
Homes, in a letter. “An additional un-
known timeline for review would put
an additional burden on review times
and hinder delivery of much needed
housing in Redmond.”
But, Osmundson emphasized that
the transportation impact analysis
changes would only change the pro-
cess builders would be required to go
through rather than an actual amend-
ment change.
