opment codes on Tuesday,
June 28 — just two days before
a new state law was set to go
into effect.
Many of those changes
— ranging from lot sizes to
street setbacks and rules on
increased density — had not
been discussed or debated
by the city’s planning com-
mission. Still, the council was
urged to pass the code changes
recommended by city staff
rather than operate under
standard rules written in Sa-
lem.
“If you don’t come into
compliance by July 1 of this
year, you have to use the state
model code,” John Roberts,
deputy city manager, told the
council. “It’s in our interest to
adopt and use our own model
code because that gives us
more discretion and leverage.”
“Either we do this to our-
selves or the state does it to
us,” said Mayor George End-
icott.
The updates were required
after the passage of House Bill
2001 by the 2019 Oregon Leg-
islature, which has taken two
years to go into effect. The
goal of the bill was to make it
easier for property owners and
developers to build different
types of housing, especially in
zones that have long been lim-
ited to single-family houses
and strict land use rules.
The bill required that lo-
cal code be updated to re-
duce limits on the types of
housing that can be built on
a variety of parcels, with the
goal of increasing the num-
ber of duplexes, triplexes,
stand-alone townhouses and
more. According to the Leg-
islature, an increased variety
of new housing styles will
offer lower-cost options for
middle-income residents in-
terested in homeownership.
Senate Bill 458, a compan-
ion piece, allows for simpler
divisions of lots into smaller
sized parcels.

Dog Show. The official term for dog
shows is conformation — as in, the act
of conforming or producing confor-
mity. While a dog show may look like
a beauty pageant. It’s not, say organiz-
ers. Dogs are not being compared to
