STATEMENT OF CHANGES IN ACTIVITIES and SOURCES OF FINANCING
The 2022-23 General Fund budget assumes that the Oregon State School Fund is fully funded at $4.74 billion for the second year of the state's biennial budget. This
results in $79.9 million in state formula revenues for the District, a 6.7% increase versus the 2021-22 budget. The 2022-23 budget offers employees full experiential
pay increases and a cost of living adjustment. Total salaries increase by 2.9% versus the 2021-22 budget. It also includes an increase of $50 in the District's monthly
contribution to the cost of health insurance. The 2022-23 budget assumes that the District will receive approximately $5.5 million in Student Investment Account
funding due to the 2019 passage of HB 3427, the Student Success Act. This grant from the state is budgeted to fund supports for students' mental-behavioral-social
emotional health; ongoing community engagement; and, K-1 class size reduction. The 2022-23 budget assumes that the District will receive full funding from
Measure 98 - the High School Success Fund - of $1.6 million. In response to the global COVID-19 pandemic, the District has received federal ESSER grant funds to
address the impacts of the pandemic on students' broad needs. The District has included $3.9 million of these funds in our 2022-23 budget. The 2022-23 budget
includes $27.7 million in expenditures in the Capital Project Fund, which result from voter approval of the November 2020 bond measure and the issuance of $27.5
million in bonds in January 2021.
