A Salem dispatch dated the 16th
says: Sometime In the coming week
there will be introduced In the house

The bill la Intended aa a state sub­
stitute for the Carey act, the work­
ing o f which under federal supervis­
ion waa ao bitterly condemned at the
recent Irrigation congreaa In Port­
land.
It would bring relief to up­
ward o f 1000 settlers who died on
the land under the terms o f the Car­
ey art, but have been unable to get
water, and open the way for the
