be made in the liquor traffic:

Rule people inaugurate, the wiser
they will be. They can err more
, easily on the side of laxity than
| in thoroughness.

“ Many of those who voted for
j the Home Rule bill did so on the
assurance that there was to be a
change and that it was to lie a
change wrought by Home Rule
people. The point has been reach
ed when the conditions of the
past will not be tolerated. The
, low dive with its evasions and
! violations of laws has had its day.
The mining camp standards in
| the saloon business have passed.
; A saloon must be a place where
liquor is sold within the require
ments of the law, and not be an
asylum and rendezvous for road
agents, footpads and other ene-
mies o f society. The standard
that has long been maintained by
the respectable dealers is the
! standard that must be adopted
by all.
“ Even with the reforms, the
business is under constant men
ace. The great social mass is
constantly purging itself of foll-
i ies and futility. A reckoning is
talcing place in which accounts
are being cast up and balances
struck. Great corporations are
refusing to employ those who
use intoxicants. Vast belts of
territory are going dry. Reform
o f the traffic is not a mere epi
sode but a nation wide movement.
It is not a fleeting flurry, but a
widespread change that is cons
tantly gathering strength.
* ‘Reform has to come. Changes
have to be made. Abuses have
to be abolished. If it is not done
by the dealers, it will be done for

$1,000 License
At Bend
The Bend city council at its
last meeting raised the liquor li
cense to $1.000 a year and limited
the number of saloons to ten.
Saloon keepers must In* citizens
of the United States, and must
furnish bond from a surety com
pany in the sum o f $1.000 for
term o f license. A tax o f 15 mills
on the dollar was levied for 1910
as against 10 mills for 1909.

Mail Arrives in
Bad Condition
The three days’ overdue mail
that arrived here last \Vednesda>
night was received in bad condi
tion. Some of the sacks looked
as if they had been used for
brake blocks, the sacks being
torn and the mail covered with
mud and cut up. When the
sacks were emptied into the dis
tributing box at the postoffice
enough mud came out o f the
sacks to make a flower bod.
Some of the mail sacks were im
properly labeled and were carried
by to Sisters. Verily the mail
service between Redmond and
Shaniko is a serious problem
during the winter months.
