I Attorney General Craw fort! has held in an opinion that the city councils of towns that have voted wet in counties that went dry under the loeal option law at the election last week can license saloons by ordinance without another vote being taken on the matter. This is true, says the attorney general for the reason that the new home rule amend ment to the constitution will go into effect as soon as the returns of the election are canvassed and the governor’s proclamation has been issued, while counties that have voted dry will not be dry until January 1. The law provides that the coun ty courts shall make an order that no liquor be sold in a county where the official returns show that the people have so voted. This order cannot go into effect until Jan uary 1. For instance, in Wallow a county, the county court will or der that no liquor be sold in that county on or after January 1. The governor will issue a procla mation. probably, before that time declaring that the home rule bill has been enacted into law by the people. It will go into effect at once, allowing the city of Jos eph. in Wallowa county, through its city council, to license saloons despite the vote making the coun PLEASANT RIDGE ty dry. Wm.
