W ashington gossip concerning th« Presidential aspirations of Secretary Root is interesting for the reason th at Mr. Root is wbnt would be called m ighty good tim ber. Of c o u r e , the intim ation th a t he m ay even aspire to the nom ination n ex t year at once lacks plausiliility and is u n ju st to Mr. Root, who isenough of a politician to know th a t th e nom ination of President Roosevelt is as nearly certain as an y th in g in politics can be in advance of event?. And even if Mr. Roosevelt did not have th e assurance necessary to co u n t confidently on the convention of 1901, Secretary Root would not oppose him. Mr. Root was ap pointed to the post of Secretary of War by McKirfley, hut is one of P resid en t Roosevelt’s closest friends an d strongest adm irers, and he would not contest with the Chief E vecutive the well-earned right to succeed himself. B u t th a t Secretary Root may leave the Cabinet in the course of tim e for the purpose of preparing the way for his candidacy in 1908 is not improbable. H e has made a m ost excellent record as a Cabinet officer, his c le a n o u t executive method being hespecially note w orthy. He is stro n g with the whole country and has some of the q u alities th a t havo counted most in President Roosevelt. A lthough it is too (ar a l e id ,to disiiuss in 1908 situ atio n, tho R epublican party ought to take pride in the fact th a t its line collection of Pres id en tial “ possibilities” it has a m an of such conspicuous ab ility and dis tinction “ in line” for the office as Secretary Root.— K ansas City Star. There was nt> loss of life and tlie property d a m age is noffiinal. Tlie pension roll of the S p an ish war is grow ing am azingly. Before the end of tlie fiscal year it is e s tim ated fully one-half of the n u m ber en listin g in the war, m any of whom, however, never left the shores of the United States, will have applied for pensions. T h u s far 95,000 have already applied for pensions, of which num ber 13,000 have been granted, including 31G0 of tlie widow and dependent class. B utting aside the 18,125 claims th a t have been rejected, there were left pending on May 1, 31,310. T he S panish war, therefore lias broken tlie record in regard to pension applications. U ntil the dependent pension act was passed in 1800 even the pension list of the devasting civil war could n o t b e . com pared with it.
