BALTIMORE. Md., March 28.— Bal­
timore la threatened with a strike that
Jdds fair to cause much suffering and
hardship. . The bootleggers are going
on strike.
The reason is because Chief Judge
Morris A. Soper, of the Baltimore city
court, Insist« on sticking heavy sen­
tences on them when they are
brought before him for violation of the
prohibition law.
The "strike," it ta aald. will take
tha form of refusing to plead guilty
and going to the mat with the case In­
stead.
Heretofore. y the bootleggers
have regarded the fines imposed on
them In the form of license to do ^uaf-
neas and have tamely pleaded guilty
when haled to the bar of justice, taking
their medicine with a smile.
But, they complain. Judge Soper,
won’t play fair. He's Jumping the
anto too strong. He can't seem to
think of anything to say lees than 30
days and It is mostly CO and 90 days,
and when a nice little bootlegger gets
two or three of these in a year, as one
said, “ ft'a o case of the whole year
gone to hell."
From now on. they say. they are
going to demand jury trials, and bring
into play alt the Bttle legal tricks
of delay and maneuver to "gum the
works" that they and thetr smart
lawyers can muster.
