Good roads problems now have the
attention of every progressive citizen,
mainly for the reason that almost ev­
ery municipality or farming district
is now judged by it* accessibility to
motor vehicle traffic. It used to be
that the proaperity of any particular
section was entirely in the hands of
railroads or some other particular
form of public utilities. But at the
present time, it is in the power of ev­
ery citizen of the community in which
he may reside, to make it prosperous,
as well as a healthy place in which
to live.
Every locality is now judged by the
condition of its streets or roads. The
first question you are asked now when
you tell anyone where you live or
where your business is located ia:
How are your roads? If your street
has not been improved you will gen
orally say that your neighbor would
not sign a petition or that it costs too
much at the present time This is in
some instances very true, but it is
more often the ease that you have not
familiarized yourself as to the cost or
the methods of payment for such im­
provement?
The mthods of payment for muni­
cipal improvements in the city of
Portland are 'Very liberal and within
the reach of every property owner,
'ilie average improvement will coat
about *150 per lot of forty feet. This
coat can be distributed over a period
of ten years with interest at the rate
of six per cent added, making a
monthly payment of not to exceed
$1.50. Considering the fact that it
has not increased the value of the
property, there is no question about
you being able to afford the amount
neces«»ry to improve your property
and at the same time the general
conditions of your neighborhood.
The building of good roads and the
continuance of muicipal improvement
ia also of the very greatest import­
ance at this time, for it gives employ­
ment to many needy workmen and
helps the retur nof conditions to nor­
malcy than any other effort of public
endeavor.
It is for the foregoing reason.« that
the Herald urges the liberal sign-ng
of the petitions for the improvement
of the streets of the Mt. Scott dis­
trict. It is the surest and quickest
way to increase the value of the prop­
erty of the community, while nt the
same time the residents are enjoying
the improved health and other bene­
fits that accrue when it is no longer
necessary to wade through mud and
water.

Oue of the crying needs of the service is a elassided civil service
status for thirst and fourth class postmasters. The parcel poet system
has placed a burden on the nos*ma«teni of Ulis class that is all out of
proportion to their compensation. Since the ¡larvcl post system was es­
tablished it has grown to gigantic proportions, and in the smaller towns,
where a large percentage of buying is done from mail order houses, it
forms the bulk of the mail handled
The present compensation of the fourth-clasa postmaster is fixed on
conditions that existed a half century ago. Ilia pay is baaed on a per
centage of the cancellation of stamps in the outgoing mail. Incoming
mail is from three to eight times greater than the outgoing maxi, and
the postmaster gets nothing for handling it That means that he has
from three to eight times more work to do free than his paid work.
An adequate wage scale, l>a«ed on the hours of service required and
the amount of work performed, is what the National league of Post,
masters stand* for, and congress will he asked to grant such scale at the
coming session.
