Canfiold the afternoon in spite of the bitter I a system of non-profit, grower-con- south 40 feet of Lots 3, 4, B, 6, and cold day. During the forenoon pro gress reports were made on work acomplishcd, V. V. Ilickox speaking for the Farm Bureau, L. R. Breit haupt on the county agent program and W. D. Kinder on club work. The committee on budget and dues re ported, making recommendations fa voring continued support of the state and National Federations with dues remaining at $7.50 per annum. This report was adopted without objection. The committee on amendments to the constitution reported favoring in crease of the executive committee to seven members- instead of five and distributing the county into six div isions. This report was adopted. The big attraction of the day was the speech of Waller M. Pierce, the governor-elect of Oregon. Mr.- Fierce held his audience for an hour and a half in a characteristic speech dur ing the course of which he empha sized the necessity of keeping the farm bureau organization together and making it stronger and al-o ad vocated the strengthening of the co operative marketing organizations and urged upon the' farmers the nec essity for more organizations along this line. He also spoke at length on the tax situation in the state and promised relief by reduced expendi tures and the use of new sources of revenue such as taxes on the use of natural resources like timber and fish and by enacting a graduated in come tax. The election of officers resulted in returning V. V. Ilickox to the office of president of the County Farm Bureau. A. A. Reed was elected ex ecutive committeeman for district No 1; P. M. Boals for district No. 2; T. W. Clagett for district No. 3; C. 1. Lackey for district No. 4; J. H. I Russell for District No. 5, and C. M. Beaumont for district No. 6. Muoh pleasure was taken by those attend ing the meeting in listening to the excellent muric furnished by Mrs. J. F. Phelan, of Bonita, Miss Elinor Randall, county librarian, and W. D. Kinder, club agent violinists, Carlos Wilcox of Oregon Slope cellist, and James Smith of Ontario, baritone soloist, with Miss Luella Callin, Mrs. S. D. Dorman, Mrs. Jumes Smith and Mrs. L. R. Breithaupt serving as accompanists for the various num bers given. A splendid cafeteria lunch was served at noon by the com mittee, P. F. Countryman and A. B. Ciiin, assisted by Mrs. Countryman, ' Mrs. Cain and others. Several resolutions were passed in , the later part of the afternoon, bear-j ing upon various matters of interest ; to the fanners. The most important of these perhaps was one commend the officials of the bureau for sup port given the cooperative marketing movement during the past three yenr and declaring it is essential that legally-incorporated, non-profit, producer-controlled, cooperative market ing associations of the commodity type be set up in competition with . or to replace the private system con-! ducted for profit which has become ; untrustworthy, unreliable and uneff icient. Another resolution declares that the practice of private firms and in dividuals of using misleading terms which are intended to imply that they are in fact an association of farmers is not only an unfair prac tice but a detriment to legitimate organizations and should be remedied by legislative action. Other resolu-1 tions were adopted endorsing the county club work and county affent as conducted in the country; declar ing against the practice of selling dairy cattle at auction without com plying to the law as to tuberculosis; endorsing experimental work at Vale for reclaiming alkaline lands and ask ing for its continuance by the Ore gon Experment Station; asking for more favorable consideration from j helped to make this meeting so suc the State Land Board in loaning cessful. money on irrigated lands; and ex pressing a prerintion to the Grange for use of the hull and to all those who labored to make the meeting so successful. Be it re-olved, that the work of! the County Agent and Club Leader be commended. Malheur county is essentially an agricultural county and everyone is int rested in the work of the extension service wheth er in business or farming. Presi dent Harding says that co-operative marketing promises "more help for the present relief ami .the perman ent settlement of agricultural con ditions than any other single move ment b'-'ore the country." The club lender ami county agent is the con necting link between Ae-riculturnl Department, State and Farm Bureau and without them tde Fnrm Bureau carrot properly function in th? great work of organi'ation. Wheras, certain private firms and individuals have from time to time solicited business from the people of Malheur county under the mislead ing trade names carrying the infer ence that they were in fact the pro ducers associations, and Whereas, we deem this unfair and deceptive method of doing business and especially objectionable because of the discredit cast upon legitimate organizations, because of the quest ionable method usually employed by such self-styled associations. Now, therefore be it resolved that we con demn such practice on the part of private firms or individuals and that we favor legislation prohibiting any firm corporation, partnership or in dividual from employing the term "Farmers Association" or any like term that tends to mislead. Be it further resolved, that the Farm Bureau go on record as con demning the sales of livestock by auction or otherwise more especially dairy cattle until the requirements 1 of the Laws as to tuberculin tests have been complied with. School Funds. Whereas, the att orney General of the State has held that school funds cannot be legally loaned on lands in Irrigation Dis tricts holding that the bonds are a first lien, and as a result the State Land Board is withdrawing school funds from Irrigation District, and Whereas, this is contrary, we be. lieve, to the intent of the law and works an injustice against land own ers in irrigation districts, now there fore Be it resolved, the Malheur County Farm Bureau at its annual meeting that a copy of this resolution be sent to our senator and representative asking them to see that the law is so amended to make it possible for irrigation districts to get their share of school money where the proper security is given. Drainage and soils. Wbereas, it is estimated that there are from thirty to forty thousand acres of alkaline lands in Malheur county now having water rights or which it is possible to water at a reasonable cost, and Whereas, the reclamation of these lands would add very much wealth to the county and add from one to one and one-half to two mil lion to the assessment roll, and the experimental work on these lands now being carried on by the Q. A. C. has demonstrated a method of draining much of these lands at a small cost and is showing results in working out a system of reclaiming these lands, and now, Therefore, Be it resolved, by the Malheur County Farm Bureau at its annual meeting that the authority in charge be urged to ask the budget com mitteo to include funds for carrying on this experimental work and that a copy of this resolution be sent to our representative and senator.
